基于改进关键词重要性和近邻传播聚类算法,提出了一种学科领域主题分析方法,通过词频分析法和作者潜意识行为计算高频关键词权重,借助共词分析和Ochiai系数构建带权重高频关键词相似性矩阵,利用近邻传播聚类算法对学科领域主题进行自适应提取与分析。以CSSCI收录的2015—2019年物流学科领域期刊论文为研究对象,借助新方法对其进行主题分析,研究结果表明:高重要性的关键词不一定是核心主题,核心主题与同一簇内其它成员关键词最为相似。与此同时,近五年物流学科存在“降本增效”“区域物流一体化”“现代物流技术研究与创新”“物流体制改革与产业转型升级”“农村物流与农产品物流”“电子商务与跨境电商”“可持续发展理念”等七大热门主题。  相似文献

审计是党和国家、各类组织监督体系中的重要组成部分,是一种依法监督经济权力行使的制度安排,具有鲜明的法学学科属性。推进国家治理体系和治理能力现代化,迫切需要构建中国特色社会主义审计学科体系、学术体系和话语体系,构建现代审计人才培养体系。审计学具有确定的研究对象,形成了相对独立、自成体系的理论、知识基础和研究方法,已经具备设置为一级学科的条件,应该在法学学科门类下增列审计学一级学科。  相似文献

We examine how exchange rate regimes affect fiscal discipline by investigating European countries as they transitioned from flexible to fully fixed exchange rates under the Euro. We apply the synthetic control method to estimate, for each Eurozone country, its counterfactual budget stance under flexible rates. Our evidence strongly suggests that fixing exchange rates negatively impacted negatively fiscal discipline. However, effects were not homogeneous, as they were mediated by political factors. For example, countries where policymakers faced a longer political horizon and operated within a more cohesive political environment, managed to perform better in terms of fiscal discipline.  相似文献

从地理经济学视角分析审计师的地理区位特征对上市公司股价信息含量的可能影响,利用2004—2013年中国A股上市公司的数据,实证检验了审计师与客户间的地理距离对客户公司股价信息含量的经验影响关系,并进一步考察了证券分析师与审计监督两种中介组织间的交互效应。研究发现:(1)审计师与客户公司间的地理距离越小,客户公司的股价信息含量越低,因为在中国当前经济社会背景下,地理邻近对审计师独立性的消极影响要强于其对审计师专业胜任能力的积极影响,这导致审计师审计质量降低,影响客户公司股价信息含量;(2)证券分析师对客户公司的关注程度越高,审计师的地理邻近性对客户公司股价信息含量的负面影响越弱,表明证券分析师与外部审计之间主要呈现一种相互替代的关系,证券分析师可以作为一种有效的补充监督机制。  相似文献

Recently several countries have experienced a drop in popularity of national political parties, accompanied by the success of independent movements (e.g. “Civic Lists” in Italy). I exploit the success of “Civic Lists” in Italian municipalities and use them as a comparison group for party-affiliated politicians, to test whether national parties affect fiscal discipline. Using a Regression Discontinuity Design (RDD), I show that party-affiliated mayors are more fiscally responsible: they run lower deficits, accumulate less debt and reduce expenditures. The effect is significant only for municipalities not constrained by fiscal rules. This suggests that national parties act as a substitute for fiscal rules in constraining politicians. Besides, I provide evidence that the discipline of party-affiliated politicians is linked to better career prospects: party-affiliated mayors have a higher probability of being re-elected and better chances of being promoted to higher levels of government. ABSTRACT

This article proposes a critical reading of market discipline and its limitations as a mechanism in European economic governance. Consistent with neoliberal beliefs about market-based governance, the Economic and Monetary Union (EMU) is premised on the functioning of the government bond market as a fiscal-policy discipliner. However, the operation of market discipline requires that neither governments nor their private creditors can rely on an authority to bail them out. It, therefore, precludes the kinds of intervention by Eurozone’s supranational institutions witnessed during the euro crisis. In the post-crisis context, efforts to strengthen market discipline continue to be frustrated by the growing reliance of financial institutions on government bond markets as well as the European Central Bank’s (ECB) active participation in those markets. Having undermined the credibility of the market as an autonomous and apolitical mechanism of discipline, European economic governance struggles to come to terms with the rise of a supranational ‘economic sovereign’ in the Eurozone.  相似文献

We exploit the staggered introduction of CPA Mobility provisions in the United States to study the effects of spatial licensing requirements on the labor market for accounting professionals. Specifically, we examine whether the removal of licensing‐induced geographic barriers affects CPA wages and employment levels, as well as the pricing and quality of professional services. We find that, subsequent to the adoption of CPA Mobility provisions, wages of accounting professionals decrease, whereas employment levels are unaffected. The documented wage effect stems from smaller CPA firms, is more pronounced for CPAs holding senior positions, and persists over time. We also find that service prices decline and that this effect is concentrated in local CPA firms. Moreover, we document that the increased wage and price pressure is not associated with deteriorating service quality. Collectively, our results suggest that the removal of occupational licensing barriers has sizable effects on labor supply and service prices. Our findings inform the current regulatory debate on occupational licensing.  相似文献

The commentators expressed a number of concerns regarding our paper and they provided useful insights by reframing our findings from a more exacting Kunderian perspective as well as from yet other, theoretical points-of-view. In our reply we address the three commentaries in turn, and we do so using a Kunderian lens. Auditing failures and scandals have become commonplace. In response, reformers (including the Kingman Review in the U.K. and a recent report of the U.K.’s Competition and Market Authority) have proposed a variety of remedies, including prophylactic bans on auditors providing consulting services to their clients in the belief that this will minimize the conflicts of interest that produce auditing failures. Although useful, such reforms are already in place to a considerable degree and may have reached the point of diminishing returns. Moreover, this strategy does not address the deeper problem that clients (or their managements) may not want aggressive auditing, but rather prefer a deferential and perfunctory audit. If so, auditors will realize that they are marketing a ‘commodity’ service and cannot successfully compete based on their quality of services. Rationally, they would respond to such a market by seeking to adopt a cost-minimization strategy, competing by reducing the cost of their services and not investing in new technology or higher-priced personnel.

What could change this pattern? Gatekeepers, including auditors, serve investors, but are hired by corporate management. To induce gatekeepers to better serve investors, one needs to reduce the ‘agency costs’ surrounding this relationship by making gatekeepers more accountable to investors. This might be accomplished through litigation (as happens to some degree in the U.S.), but the U.K. and Europe have rules that discourage collective litigation. Thus, a more feasible approach would be to give investors greater ability to select and remove the auditor. This paper proposes a two part strategy to this end: (1) public ‘grading’ of the auditor by the audit regulator in an easily comparable fashion (and with a mandatory grading curve), and (2) enabling a minority of the shareholders (hypothetically, 10%) to propose a replacement auditor for a shareholder vote. It further argues that both activist shareholders and diversified shareholders might support such a strategy and undertake it under different circumstances. Absent such a focus on agency costs, however, reformers are likely only re-arranging the deck chairs on the Titanic.  相似文献
