投资驱动型产业政策、地方固定资产投资与农村人力资本积累*——基于中国家庭追踪调查（CFPS）的实证分析

基于中国家庭追踪调查（CFPS）2018年数据与笔者收集的数据，本文采用跨地区和出生队列的变异构造双重差分模型（Cohort DID）分析了地方政府投资驱动型产业政策对农村人力资本积累的影响。研究发现，2008年之后地方政府投资驱动型产业政策引致的大规模传统基础设施投资与农村适龄青年完成高中教育的可能性之间存在显著负相关关系。使用工具变量的检验结果表明，上述研究结论具有较强的稳健性。此外，本文还尝试性地探究了上述效应的作用机制：投资驱动型产业政策引致的传统基础设施投资大幅攀升，一方面增加了建筑业及相关低技能工作的机会，提升了投资教育的机会成本；另一方面带来了低技能劳动力工资的提升，导致了不同教育水平劳动力工资趋同、技能溢价下跌，降低了预期教育回报。本文的研究结论可以为“十四五”时期中国全面构建与创新驱动型经济发展模式相匹配的产业政策体系提供参考。     

Deposit guarantee reform in Europe: does European deposit insurance scheme increase banking stability?

The financial crisis led to reforms of regulation and supervision in Europe, including Deposit Guarantee Schemes. The new rules for DGSs define their position and interaction within the safety net. DGSs form part of a system to maintain and enhance financial stability. According to the Five Presidents’ Report a European Deposit Insurance Scheme should be the third pillar of the Banking Union. The paper gives a contribution to the on-going debate providing an assessment of the DGSs reform and its evolution towards EDIS. It explains key elements of the new rules for DGSs putting them in a systemic perspective.     

浅谈固定资产管理技巧对企业节税的影响

固定资产管理是企业日常生产经营活动的重要组成部分，事关企业经营业绩。可以围绕固定资产取得方式选择、固定资产折旧方法选择、固定资产后续支出选择，以企业会计准则及企业所得税税法及其实施条例为基础，探讨在各种方式下对企业税收的影响，以达到节税的目的。     

共享单车预付押金的法律性质及其法律规制

共享单车预付押金收取模式的异变和返还期限的错配与分离，颠覆了“一物一押”的传统押金结构，异变为“一人一押、一物多押”“一辆单车、多份押金”的新型结构，并使共享单车预付押金朝金融化衍变而呈现出类金融色彩。在免押模式尚不足以全面施行的条件下，应采取特殊的规制方法，通过规范押金收取协议，对预付押金进行账户隔离和妥善保管，增强押金收取、存管和退还的信息透明度，合理利用押金孳息建立行业风险基金以及统一监管机构，有效保护共享经济预付押金的财产安全。     

Single currency and fiscal performance: the early Euro Area in perspective

We examine how exchange rate regimes affect fiscal discipline by investigating European countries as they transitioned from flexible to fully fixed exchange rates under the Euro. We apply the synthetic control method to estimate, for each Eurozone country, its counterfactual budget stance under flexible rates. Our evidence strongly suggests that fixing exchange rates negatively impacted negatively fiscal discipline. However, effects were not homogeneous, as they were mediated by political factors. For example, countries where policymakers faced a longer political horizon and operated within a more cohesive political environment, managed to perform better in terms of fiscal discipline.     

Normal utilization rate in the Sraffa framework

This paper deals with the normal utilization rate in the Sraffa framework. It further presents two arguments about the utilization controversy surrounding the neo-Kaleckian theory of growth and distribution: First, it shows that the normal utilization rate is generally not independent of demand and the growth rate, and this result does not rely on the neo-classical production function and other restrictive assumptions. Second, it argues that endogenizing the normal utilization rate is not a general solution for the utilization controversy.     

存款保险的期权定价模型构造及实证研究

存款保险定价是存款保险制度建设中的核心内容,保险定价效率直接影响制度的功效。碍于现金流贴现估价模型的局限性,从期权的角度阐述了存款保险与期权的关系,指出存款保险合同实质上就是一份看跌期权,从理论和实证两方面论述了如何运用Black-Schole期权定价模型确定存款保险价格的问题,对实践中存款保险的合理定价和制度建设具有重要的指导意义。     

对"出境旅游押金"现象的思考

本文选择"出境旅游押金"现象作为研究对象,通过分析"出境旅游押金"现象的成因,以对防范境外滞留不归的责任格局的分析作为切入点,指出现阶段"出境旅游押金"的存在有其合理性、合法性,并提出了完善"出境旅游押金"责任机制的对策建议.     

存款保险制度由"隐"到"显"变革的博弈分析——基于大银行与中小银行间的公平竞争视角

我国正走在从“隐性存款保险制度”转为“显性”的道路上。在这一过程中,较之大型商业银行而言,中小银行似乎更乐意接受这一变化。以往有部分研究谈及过这一问题,但未有考虑不完美信息这一限定条件者。针对这一状况,本文在不完美信息的假定下,基于成本收益的博弈模型论证了隐性存款保险安排下,大型银行与中小银行面临着不公平的竞争环境;进而,分析了从“隐性”到“显性”变革的必要性;最后,就显性安排下如何保障大银行和中小银行间的公平进行了探讨。
