军民融合协同创新驱动产业园区高质量发展研究

军民融合产业园区高质量发展对于推进军民深度融合、在全国形成可复制可推广经验具有重要意义。军民融合协同创新通过促进新知识涌现、推进新产业集聚发展，最终汇聚经济发展新动能，驱动园区高质量发展。在提出军民融合协同创新驱动园区高质量发展的机理与组织框架基础上，将发展模式归纳为以分享经济为背景的资源共享模式、以新型研发机构为核心的第三方模式、以产业联盟为核心的产业链拓展模式和以交易平台为核心的“PPP”模式，最后提出相关对策建议。

Can Shareholders Be at Rest after Adopting Clawback Provisions? Evidence from Stock Price Crash Risk

Using a propensity score matched sample and a difference‐in‐differences research design, we find that stock price crash risk increases after a firm voluntarily incorporates clawback provisions in executive officers' compensation contracts. This heightened crash risk is concentrated in adopters that increase upward real activities‐based earnings management and those that reduce the readability of 10‐K reports. Based on cross‐sectional analyses, we also find that the increased crash risk is more pronounced for adopters with high ex ante fraud risk, low‐ability managers, high CEO equity incentives, and low dedicated institutional ownership. Collectively, our results suggest that the clawback adoption per se does not curb managerial opportunism but rather induces managers to use alternative channels for concealing bad news, which may contribute to a greater stock price crash risk; and the increase in crash risk is more likely in cases where incentives are strong or monitoring is weak. Our results should be of interest to regulators and policymakers considering the effects of clawback adoption on the investing public.     

Does distance matter in foreign direct investment sub-national location choice? Evidence from China

Multinational enterprises (MNEs) make investment decisions according to the distance factors at a sub-national level. This paper made estimates using the gravity model with provincial foreign direct investment (FDI) data from 2000 to 2012 and employed three concepts of distance. Our empirical results indicate that geographic distance and cultural distance have significant negative effects on FDI flow, whereas economic distance has a significant positive effect. It suggests that FDI prefers to locate in regions that are geographically and culturally close but economically distant from the home country, which further implies that FDI in China is dominated by vertical FDI. Our findings suggest that Chinese provincial governments should place emphasis on attracting FDI from culturally close countries and provide institutional support to encourage and promote horizontal FDI.     

科协系统开展代表履职培训的实践与思考

中国科协全国代表大会代表是中国科协联系凝聚广大科技工作者的重要纽带，通过培训提高代表履职能力和履职实效，是充分发挥代表作用、更好地服务科技工作者的一项基础性、长期性工作，已经成为科协系统联络服务代表工作的一项重要内容。本文系统总结了中国科协和地方科协开展的代表履职培训工作的基本情况，分析了培训特点、培训方式和存在的不足，在此基础上，提出科协系统加强代表履职培训的对策建议。     

高效液相色谱法检测出入境粮谷中的T-2毒素

建立了采用免疫亲和柱净化、柱前衍生、高效液相色谱法结合荧光检测器测定粮谷中T-2毒素的新方法.方法的检测限为0.1 mg/kg,相对标准偏差低于9%,回收率80%～95%.方法简便快速、灵敏准确,满足出入境检验工作的要求.     

氮氧自由基阻聚剂的开发与应用

介绍了氮氧自由基的阻聚机理及4-羟基-2,2,6,6-四甲基哌啶氮氧自由基的合成路线,以及它的应用情况.     

中国式分权下的地方政府环境规制均衡模型

基于政府规制利益集团理论的Stigler-Peltzman模型,结合中国式分权的制度背景,建立了地方政府环境规制均衡模型,以环境规制的制定均衡为基准着重考察了环境规制的执行均衡,分析了环境规制执行均衡的影响因素.研究结果表明,环境规制执行均衡与制定均衡的偏离可以作为一类环境规制失灵问题的理论依据,偏离程度代表了规制失灵的严重程度.地方政府政绩考核体系中经济增长指标的权重系数、环境指标的权重系数、企业利润对地方政府经济收益的影响系数以及污染削减技术进步等因素,都会对环境规制的执行均衡产生影响.缩小规制执行均衡与制定均衡的偏离,是促使地方政府高效执行环境规制的可能途径.     

产权、信息与信用--我国信用缺失的经济学分析

信用是指对契约的自觉遵守和履行.不明晰的产权破坏人们进行交易时的合理预期,信息不对称引发逆向选择和道德风险,它们会导致信用缺失.我国应加快产权制度改革,并形成有效的信息传递机制.     

物流企业8S圈(ESC)矩阵制团队执行之全员管理模式

鉴于8S管理在执行过程中执行力度和效果得不到有力保障的问题,提出了8S圈(ESC)概念,融合了8S细致到位的执行力度和品管圈团队协作的全员管理精神,取长补短,在矩阵制团队专业技术指导下,全员共同承担责任并且因此受益,推动物流企业PDCA管理良性循环不断向前发展。
