Traffic congestion is an unpreventable problem to avoid in a transportation network and it has negative effects on traffic accident, time wasting, traffic delay and safety problem. Besides, in transportation networks, drivers do not want to deal with traffic jam while traversing between specified origin-destination pair. Therefore, traffic assignment (TA) is imperative to improve traffic management, transportation safety, time, and cost savings. System Optimum Traffic Assignment Problem (SOTAP) is a kind of TA model which aims to minimize the total system travel time on the network, and satisfies the flow conservation constraints. To model the SOTAP more realistically, the imprecise parameters can be taken as fuzzy. Therefore, in this paper, we focus on converting the conventional SOTAP to a fuzzy quadratic programming problem (QPP) which is named System Optimum Fuzzy Traffic Assignment Problem (SOFTAP). Here, link travel time is expressed with BPR function as generally used in the literature by converting to fuzzy except link-dependent parameters. Thus, the nonlinear objective function of SOFTAP is expressed in terms of fuzzy link flows and fuzzy link travel times. ABSTRACTAs the engine of China’s economy, small enterprises have been the central to the country’s economic development. However, given the characteristics of the small enterprises loan (i.e., short borrowing period, large volume, small amount and incomplete information), it is extremely challenging for financial institutions to assess their creditworthiness. Thus, it seriously delays and restricts the financing access for small enterprises. In an attempt to relieve the financing difficulty of small enterprises, this article makes use of 687 small wholesale and retail enterprises in a regional commercial bank in China, to establish a credit rating indicator system composed of 17 indicators by using both partial correlation analysis and probit regression. It then utilizes TOPSIS together with fuzzy C-means to score the credit ratings of our sample of small enterprises. With the dual test of default discrimination and ROC curve, the prediction accuracy of the established indicator system has reached 80.10% and 0.917, respectively, indicating the robustness and validity of our credit rating system. 相似文献

Public–private partnerships (PPP) have been widely used in China to procure public facilities and services. Complicated problems in PPP projects in China arise because of a variety of risk factors. A proper risk assessment model is needed to identify risks and provide risk response strategies for future Chinese PPP projects. The fuzzy analytic hierarchy process (F-AHP) method provides the ability to solve complex risk assessment of PPP projects. Current risk assessment models are limited to PPP projects in specific countries and do not consider unique risks in China, especially political, economic, social, and legal risks. This paper designed a risk evaluation index system for PPP projects based on the Delphi expert investigation method, and then established an optimized risk evaluation model for PPP projects in China using the F-AHP method. The risks identified are confirmed by interviewing experts from Chinese local government departments, private enterprise, third-party intermediary consulting and regulatory agencies, and academic organizations. The results show that the risks that ranked among the top ten are closely related to China’s political and economic policies and relationships among stakeholders. It can be concluded that government authorities play a critical role in providing a favorable political, social, and economic environment and an effective institutional framework for PPP projects. Furthermore, it is also important to deal with relationships among stakeholders based on the public–private ‘win–win’ principle. This study provides risk response strategies, addressing key issues from eight aspects: an impeccable legal and regulatory framework; a central coordinating and regulating PPP authority; supportive governmental authorities; institutional capacity-building; favorable economic conditions and viability; community, partner, and moral accountability; clear division of responsibilities through contracts; and effective advisory management. This study highlights how social and commercial enterprises with local and global presence, balance their economic and social goals, to sustainably serve the bottom-of-the-pyramid (BoP) markets, predominantly in emerging economies. Employing the lens of transaction cost economics and configurational theory, we propose that successful venturing into the BoP markets, sensitize firms to create appropriate governance mechanisms for reducing transaction costs, resulting in creation and capture of values. Further, these mechanisms enable those firms to attain cost efficiency and sustainability in the process of fulfilling their social objectives. To that end, we employed the case survey method to analyse 42 cases, from the Harvard Business School repository, on multinational enterprises (MNEs) in emerging economies. Further, we used qualitative comparative analysis to uncover the various causal governance configurations that enabled those firms to sustainably serve the BoP markets. 相似文献

针对现有洪灾风险评价模型的缺陷与不足,从致灾因子、孕灾因子、承灾因子和减灾因子4个方面,通过对14项评价指标的分析与计算,构建洪灾风险评价体系。洪灾风险评价体系以网络层次分析法(ANP)求解主观权重,投影寻踪法(PP)求解客观权重,主客观综合权重与集对分析理论(SPA)耦合,构建基于ANP-PP-SPA的洪灾风险评价模型。以广东省英德市为例,验证洪灾风险评价模型的适用性。计算结果表明,英德市2016年的洪灾风险属于中等级别,符合英德市2016年的实际情况。洪灾风险评价模型不仅综合考虑了评价指标间的相互关系,还较好地体现了洪灾风险的模糊性和随机性,能够为区域洪灾风险决策和洪水管理提供科学依据。 相似文献

The transition to the circular economy (CE) creates value through the closed-loop systems, reverse logistics, product life cycle management, and clean production in terms of corporate environmental management. During this transition process, the organization faces many barriers such as financial, organizational, technology-based, social, policy-related, market-based, and logistics-based barriers. The objectives of this study are to propose a framework highlighting policy-related barriers for a supply chain in the transition to CE and finally discuss potential implications on enhancing corporate environmental performance of a business. Further, this study evaluates the causal relationships between the policy-related barriers using fuzzy Decision-Making Trial and Evaluation Laboratory (DEMATEL) method. The application was conducted in an apparel firm in Turkey. From findings, lack of legislation for efficient CE (C4), lack of mandatory requirements and responsibilities for manufacturers/suppliers for the CE (C17), and lack of government support for environmentally friendly policies (C2) are revealed as the most important barriers, respectively. It is found that lack of attitude and awareness about CE in government institutions (C19) is the most influencing factor, whereas lack of effective recycling policies to achieve quality in waste management (C8) is the most influenced factor. The recommendations were developed for enhancing the corporate environmental performance of businesses through incentives and unique rewards, improving communication among stakeholders, the government's perception of CE and current linear economy, cooperation with nongovernmental organization (NGOs) and civil actions, the vision of government towards circular principles, the circular public procurement, the local governments in circular policymaking, and awareness of bureaucracy and government officials. 相似文献

在分析水资源承载状态预警概念的基础上,引入"三类六级"预警思想,采用可变模糊法和层次分析法的思想,构建盐城市水资源承载状态综合预警指标体系,评价盐城市2015年、2020年和2030年的水资源承载状态,并结合各年份承载状态变化趋势,对未来年份进行预警。结果表明:盐城市2015年水资源处于临界超载的状态,但随着"关于做好建立全国水资源承载能力监测预警机制工作的通知"等一系列措施的实施,2020年、2030年承载状态将逐步好转,到2030年将处于可载的状态。 相似文献

I propose applying the Mixed Data Sampling (MIDAS) framework to forecast Value at Risk (VaR) and Expected shortfall (ES). The new methods exploit the serial dependence on short-horizon returns to directly forecast the tail dynamics of the desired horizon. I perform a comprehensive comparison of out-of-sample VaR and ES forecasts with established models for a wide range of financial assets and backtests. The MIDAS-based models significantly outperform traditional GARCH-based forecasts and alternative conditional quantile specifications, especially in terms of multi-day forecast horizons. My analysis advocates models that feature asymmetric conditional quantiles and the use of the Asymmetric Laplace density to jointly estimate VaR and ES. 相似文献
