农机社会化服务采纳、禀赋差异与农村经济相对贫困缓解   总被引:1,自引:0,他引:1  
进入以缓解相对贫困为重点的后扶贫时代,农村经济相对贫困问题仍不容忽视。农机社会化服务作为小农户与现代农业有机衔接的桥梁,对于推进乡村振兴战略和脱贫攻坚有序衔接具有重要作用。文章讨论的核心议题是农机社会化服务采纳如何缓解农村经济相对贫困,并尝试建立了“农机社会化服务采纳——禀赋差异缩小——农村经济相对贫困缓解”的理论分析框架。为此,文章首先对农机社会化服务采纳影响农村经济相对贫困的作用机制进行了理论分析,然后利用2750份河南省农户问卷调查数据,运用Logit模型,实证检验农机社会化服务采纳对农村经济相对贫困的影响,并通过替代核心自变量和变更样本的方法进行稳健性检验,运用PSM模型和IVProbit模型以及ERM模型进行内生性讨论,最后通过中介效应模型对其作用机制进行验证。结果表明,农机社会化服务采纳对农村经济相对贫困具有显著负向影响,缓解了农村经济相对贫困。考虑内生性后,结论仍具有稳健性。进一步的机制验证发现,农机社会化服务采纳通过缩小劳动力禀赋差异和技术禀赋差异,缓解农村经济相对贫困,劳动力禀赋差异缩小和技术禀赋差异缩小的中介效应占比分别为21.22%和7.36%。可见,应将完善农机社会化服务供需体系纳入农户相对贫困治理机制考虑范畴,引导农户从传统家庭化生产转向现代社会化生产,扩大农机社会化服务采纳范围;同时完善就业服务等相关配套体系以吸纳释放的弱劳动力,促进农户收入增长,缓解农村经济相对贫困。  相似文献

本文基于辽宁省蔬菜主产区434户菜农调研数据,运用结构方程模型验证了农户风险感知与施药行为的响应关系。研究结果表明,农户风险感知潜变量正向影响农户的施药行为响应,但是风险感知和施药行为潜变量中各个因子的影响路径和显著程度存在差异;农户是否加入合作社对农户风险感知与施药行为的作用关系起到一定的调节效应。基于研究结论,本文提出风险意识提升、保障条件供给和发展新型农业经营主体三方面的建议。  相似文献

Numerous countries and regions face soil fertility decline and heavy metal pollution, and China implements a policy of remediation during fallow (PRF) to deal with such challenges. In this study, we examine the evolution of PRF and surveys of farmers’ attitudes in China. We present suggestions which can be used as reference for other countries and regions. The Chinese government implemented the policy of remediation during production (PRP) to control the heavy metal pollution of land in 2014. The effect was unsatisfactory due to the lack of cooperation amongst farmers. Therefore, the Chinese government implemented PRF in 2016. Our investigation of 247 farmers shows that farmers’ comprehensive assessment of PRF is positively influenced by the cognition of government implementation, the cognition of policy function and the evaluation of value perception, and the PRF still faces several problems, such as low cognitive level of policy function, incomplete regulations of supervision and poor supporting system. Hence, we suggest that government should educate and train farmers, improve the supervision and set up the supporting system of PRF.  相似文献

With international food price shocks in 2008 and 2011, food security became a political priority in many countries. In addition, some politicians have recently adopted a more nationalistic stance. Against that background, this paper critically investigates the prospects of increased food production within a national context. We use a small, high-income country, Norway, as an empirical case. In 2012, the government set a goal of increasing agricultural food production by 20% by 2030. We ask: 1) How has food production in Norway developed before and after the goal was set? 2) What plans do farmers have, and what do they regard as the main obstacles to increased production? We apply a mixed method combining public statistics, a survey, and interviews. We analyze four production systems: a) milk; b) grass-based meat; c) combined pig and grain; and d) grain. These systems represent around 80% of the domestically consumed food produced on farms in Norway. Since 2000, aggregate food production has had a slight downward trend with periodic fluctuations. Based on a political economy approach, we identify land and labor as the most limiting factors. Capital is less of a hindrance and offers a potential for increased production. Farmers have modest expectations of increased production, though. This outlook resonates with the strong integration of agriculture into the wider economy, at both micro and macro levels, making it challenging to implement new policies and change farm practices on a broad basis. In the inter-stakeholder relations in environmental and natural resource management disputes, farmers and environmentalists have traditionally fallen along opposing lines arguably due to seemingly incompatible values and fundamental differences between the groups. However, the expansion of the coal seam gas (CSG) industry has resulted in outrage and opposition from farming groups, environmentalists, and communities, leading to an alliance of these “strange bedfellows”. This study explored the opposition movement to CSG in Australia with the use of techniques from social psychology to investigate whether shared values provided the common ground for the alliance. An online survey of values was conducted (N = 197) with members of the CSG opposition alliance. No evidence was found to support the hypothesis that this alliance of stakeholders is comprised of two distinct sub-groups; farmers and environmentalists. The personal values of the respondents were highly inter-compatible, and aligned with social altruism. Sub-clusters were identified which corresponded with the extent to which respondents considered the CSG industry to impact on their lives. This research challenges the appropriateness of predetermined stakeholder classifications being applied to environmental and natural resource management issues, and highlights values as a relevant social factor in the cooperation potential of oft-conflicting stakeholder groups.  相似文献

Using separate nationally representative surveys, this study compared the views and perspectives of farmers towards agricultural related conservation issues with that of the general public. Results suggest that both the general public and farmers expressed similar levels of concern regarding the environment as a whole. This is an encouraging sign when it comes to environmental protection, as it indicates a certain level of agreement between farmers as the group whose activities largely shape the quality of the rural environment, with the views of the general public who are the major consumers of landscape related environmental public goods. The analysis did, however, reveal important differences in attitudes in relation to certain environmental issues such as the relative importance of maintaining wildlife and habitats and having wild flora and fauna in the countryside. These activities could be seen as in conflict with farmers’ productivist attitudes. We found no significant difference in environmental attitudes between farmers who have participated in voluntary agri-environmental schemes and those who did not. Results also suggest that there is significant heterogeneity in public attitudes towards environmental issues. Specifically, age, income, place of residence and presence of children were all significantly associated with environmental preferences. The study concludes that consideration needs to be given to the different views and perspectives of farmers and the general public in formulating policy aimed at providing an optimal mix of agricultural related environmental public goods and services.  相似文献

Farmers are those who daily supervise and manage rural areas, but still their collaborations with those institutions entitled to decide the transformation of these territories are not managed properly. The experiences of participatory processes with the involvement of farmers are analyzed in many agricultural studies. A systematic review has allowed us to analyse experiences related to 35 participation paths aimed at rural regions’ development. The analysis has been made on the basis of 14 variables describing the path followed and its purpose, the agricultural holding involved and the areas surveyed.The work has the objectives to identify some strengths and weaknesses in the involvement of farmers in decision-making and the strengths and weaknesses of the processes themselves. The review has shown that too often in participatory processes farmers are considered only as a source of information to be used by researchers rather than as active participants in the choices for the protection, management and transformation of the rural territory. An effective participatory rural appraisal requires greater empowerment of farmers. In general, compared to the methods and tools used, farmers are wary of paths that are too complex and prefer the use of low-tech tools. This result can be attributed to the farmers’ demand of direct contact with the researchers to build trust and also to the average age of European farmers, which is pretty high.In participation contexts, it is not possible to establish standardized methods and tools, because each process should be tailored for the community that expresses it. Nevertheless, the work has highlighted the need to establish some minimum principles to avoid considering unsuccessful some participation paths which, in reality, have been only scarcely participated. In the work, these principles have been presented through the development of key questions, to which those who design the path for an effective engagement of agricultural stakeholder must respond: representativeness, empowerment, empirical knowledge, relationships, group type, numerosity and involvement stage.  相似文献

The Montado is the silvo-pastoral land use system dominant in Southern Portugal, and similar to the Dehesa in Southern Spain. These systems combine an open tree cover of cork and holm oaks with grazing in the under-cover. Despite the acknowledged value of these systems due to their adaptation to the scarcity biophysical conditions of Southern Iberia, the uniqueness of cork production, the biodiversity values and the support of multiple public goods and services, in Portugal the area of the Montado is declining every year. It has been shown before how this decline is related to increased grazing pressure and use of inadequate soil mobilization techniques. Supported on social sciences theoretical insights, this paper focus on the farmers decision process, and the representations that support their decisions. The analysis is grounded on a large scale survey followed by in-depth interviews to Montado farmers. The results show that there is an underlying conflict between farmers representation of the Montado and the practices they are applying in their everyday management. Dominant representations of the Montado by farmers rely strongly on the tree cover and the forestry component of the system. While their management is strongly focused on the livestock and grazing resources. Farmers are abandoning a resilient thinking of their farm system considering the factors internal to the system, to adapt an external, driver oriented representation of their farm system. CAP coupled payments are seen as the main cause of this change. If the policy construction remains in its present state, the resilience of the Montado as a complex socio-ecological system is threatened in the very short term.  相似文献

Among a number of households worldwide, forest use and income diversification have been seen as substitute livelihood strategies: farmers with more diverse income sources face a higher opportunity cost in harvesting forests and so tend to rely less on forestry resources. The current study uses rural household survey data captured in the Chinese provinces of Fujian, Shaanxi, Hunan, and Jiangxi. It applies a Heckman regression model and a quantile regression model to determine the effect of income diversification on forest dependence. The three main findings of this study are as follows. (1) The mean income diversification index values in Fujian, Shaanxi, Hunan, and Jiangxi are 1.81, 1.46, 1.63, and 2.00, respectively; this indicates that livelihood activities within the study areas are limited. (2) When the income diversification index increases by 10%, the proportion of forest income to total income within the study areas decreases by 4–8%; this indicates that income diversification can significantly reduce a household's dependence on forest resources, especially among the poorest households. (3) For the top 20% of high-income households, the effect of income diversification on forest dependence is insignificant, but for the bottom 20% of low-income households, income diversification has a major impact in terms of reducing their forest reliance (6–10%). The findings of this study will help inform the design of alternative policies that could alleviate pressure relating to forest-resource protection.  相似文献
