中国农业农村发展七十年:成就、经验与展望——中国农业经济学会第十次会员代表大会暨2019年学术研讨会综述

2019 is the 70 th anniversary of the founding of the people’s Republic of China and the key year for implementing the rural vitalization strategy.Summarizing the great achievements made by agriculture and rural areas in the past 70 years will have an important theoretical value for promoting the modernization of agriculture and rural areas and the strategy of rural revitalization.Under such circumstances,the 10 th member congress and 2019 academic seminar of CAAE was successfully held in Beijing.The key to promote rural revitalization lies in deepening rural reform,focus on the property right system and market-oriented allocation of factors,and establish a system and mechanism of free circulation and equal exchange between urban and rural areas.In order to promote the organic connection between small-scale peasant and the modern agriculture,it is necessary to speed up the development of agriculture social service industry.Finally,it is suggested to adhere to the two-wheel drive of rural revitalizationand new urbanization,promote the effective coverage of rural public services,and improve the rural governance mode of combining autonomy,rules of law and virtue.     

贫困山区农户茶叶生产技术效率及影响因素研究

基于湖北省382份茶叶种植户调研数据,采用随机前沿生产函数模型“一步估计”法分析贫困山区农户茶叶生产技术效率和影响因素。研究结果表明:样本户茶叶种植存在较大改进空间;样本户资本和劳动力投入剩余;茶园的海拔、树龄、茶农是否加入合作社、种植面积、户主是否受过种茶培训等因素对农户茶叶生产技术效率有重要影响。因此,提出紧抓乡村振兴战略机遇,推动贫困山区茶产业高质量发展;建立茶产业“三项补贴”,改善茶园基础设施条件;优化茶叶种植布局,提高合作社服务水平;成立茶产业发展基金,加快培育职业茶农,以提高贫困山区农户茶叶生产技术效率。     

The uneasy alliance of organisational culture and equal opportunities for ethnic minority groups: A British example

Recent statistics suggest that there is a continuing disparity in labour market outcomes between ethnic minority (EM) groups and their White counterparts. However, although there is now an abundance of statistical and anecdotal evidence that speaks to the disadvantage of EM groups, there is less understanding of the intraorganisational dynamics that give rise to the outcomes that are reported. Drawing on postcolonial, cultural capital, and social capital theories, this article argues that the dominant approach through which organisational culture is conceptualised and the ways in which it is commonly managed may encourage labour market inequality and disadvantage for EM groups (defined as access to employment and having opportunities for promotion while in employment). The article explores three intraorganisational interventions that are common in culture management initiatives (leadership, selective recruitment, and internal promotion) to illustrate the arguments. The article concludes by discussing a series of implications and highlighting the pivotal role of the HR academy and practitioners in generating deeper insights and attention into the potential sources of EM disadvantage that are linked to culture and culture management.     

Entanglements in multispecies voluntourism: conservation and Utila's affect economy

Abstract

Through a case study of conservation voluntourism this article brings together critical political ecology, multispecies ethnography, and studies of humanitarian tourism to advance a political ecology of multispecies conservation voluntourism. The article presents multispecies conservation voluntourism as a field that produces and is produced by an “affect economy”, or an economy based on the exchange or trade in the relational. Since the mid-1990s, life on Utila, Honduras, a popular discount backpacker scuba destination located along the Mesoamerican Barrier Reef, has been deeply transformed by the growth of dive tourism, the ecological destruction it has produced, and now the conservation voluntourism industry emerging in its wake. Seventy percent of Utila is comprised of mangroves and associated wetlands, home to several endangered and endemic species. Using examples of whale shark tourism, lionfish hunts, and iguana tracking, this article shows how conservation organizations operate as affect generators, enabling the privilege of engaging in multispecies encounters. Engaging in multispecies conservation voluntourism produces value in the form of cultural capital which is then exchanged for material outcomes by volunteers in the global economy; at the same time, this form of voluntourism obscures local relationships to nature and alters multispecies assemblages from past configurations.     

城市化进程中的乡村衰落现象：成因及治理——“乡村振兴战略”实施视角的分析

党的十九大报告提出了“实施乡村振兴战略”。乡村振兴是“中国梦”不可或缺的组成部分，城市化进程中的乡村衰落现象不容忽视，乡村问题的解决关系到乡村振兴战略能否实现和现代乡村能否建成。为此，剖析了我国乡村衰落的成因，探索了乡村振兴战略落实的办法，提出了现代乡村建设的可能路径。     

中国柑橘主产区的区域比较优势及其影响因素研究*——基于省级面板数据的实证分析

[目的]通过研究我国柑橘主产区的区域比较优势及其影响因素,为我国柑橘产业的发展提供科学依据。[方法]利用2005—2015年全国柑橘产业的相关数据,采用综合比较优势指数模型和资源禀赋系数模型,定量测算了2005—2015年我国柑橘主产区的区域比较优势指数及资源禀赋系数,结合动静态面板数据模型实证分析了柑橘主产区区域比较优势的影响因素。[结果](1)我国柑橘各主产区比较优势明显但差异较大,柑橘产业有从东南沿海地区向中西部转移的强劲趋势;(2)我国柑橘生产的资源禀赋优势较为集中且在不断的发生变化,福建、浙江、四川及湖南4省处于下降趋势,其他主产区均有所上升;(3)资源禀赋、资本投入对柑橘区域比较优势有正向的影响,技术创新的正向影响在动态中显现,经济水平对区域比较优势有负向影响。[结论](1)我国柑橘主产区的区域比较优势受到资源禀赋、资本投入、技术创新、经济水平等因素的综合影响;(2)要根据各主产区的现状条件进一步优化柑橘产业区域布局,提高科技含量,并且要结合当地的经济发展情况以及资源禀赋条件使柑橘产业能够在主产区脱贫和乡村振兴中发挥更大作用;(3)南方沿海地区柑橘产业近年受黄农病影响严重,柑橘产业向中西部转移。     

我国农村产业融合发展的效率评价

[目的]为了进一步提升农村产业融合发展效率,提升农业质量效益和竞争力、增强农村发展活力、促进农民持续增收,[方法]文章根据我国农村产业融合发展的投入产出指标数据,利用DEA方法对我国31个省(自治区、直辖市)农村产业融合效率进行了科学的分析与测算,[结果]研究表明,我国农村产业融发展的总体效率偏低。从综合效率看,仅有天津等7个省(自治区、直辖市)的综合效率值高于0. 5;从纯技术效率看,仅有江苏等8个省(自治区、直辖市)的纯技术效率高于0. 5;从规模效率看,西藏、甘肃、青海3个省(自治区)的规模效率低于0. 5。提升农村产业融合发展效率仍有较大的空间。[结论]应从进一步加大对农村产业融合发展的资金投入力度、着力优化农村产业融合发展的资金投入结构、建立农村产业融合发展效率考评制度等方面提升农村产业融合发展效率,促进农村产业融合快速发展。     

The Meanings of Food Consumption,Consumer Effects and the Role of “Origin”: The Case of Ethnic Food in Cameroon

This study examines the role of an individual’s belonging to some ethnic groups as it relates to the meanings associated with food consumption as well as the outcome(s) of ethnic food consumption. To achieve this goal, data were collected from 607 individuals, using a survey and structural equations analysis. Findings revealed that ethnic food consumption triggers specific emotions associated with different ethnic origins; there is a significant and positive moderating effect of sense of belonging to the product’s region of origin. Attachment serves as a mediator of the effect of ethnicity on commitment. These findings have several notable implications.     

基于转移概率和网络联系的辽宁省农村居民点适宜性评价

[目的]农村居民点适宜性评价在农村居民点调控、规划和预测中具有基础作用,且农村居民点适宜性评价应顾及农村居民点之间的社会经济活动联系。[方法]以辽宁省为研究区,首先运用逐步Logistic回归模型构建农村居民点转移概率,其次运用网络分析方法确定农村居民点图斑间的网络联系强度,最终通过加权求和方法确定农村居民点转化概率,进行农村居民点空间布局适宜性评价。[结果]辽宁省农村居民点可以划分为高度适宜类、较适宜类、一般适宜类和不适宜类4类,分别占农村居民点总面积的比例为28.18%、31.32%、13.26%和27.24%;从各地貌分区来看,高度适宜类主要集中分布在中部平原地区和东部山地丘陵区中的南方沿海地区,而不适宜类整体分布则较为零散;辽宁省中部平原区位条件好,东部沿海地区区位条件也较好,西部山地丘陵区地区较差。[结论]研究方法和结论有助于全面把握农村居民点社会经济与区位适宜性特征,为农村居民点科学规划提供科学指导。     

“Going natural”: Black women’s identity project shifts in hair care practices

Hair care, a seemingly mundane consumption practice, is packed with sociocultural meanings and constitutes an important realm of identity work for consumers. Drawing upon existing literature on consumer identity projects, this paper investigates the experiences of urban, Black women in Kenya as they disengage from the normative practice of altering their natural hair texture using chemical straighteners (a practice that conforms to Eurocentric beauty ideals of straight, flowing hair), and adopt the non-normative hair care practice of “going natural,” in which they embrace their natural hair texture and hairstyles. This paper traces the historical, sociocultural, and political events that underpin the normative ideology associated with the identity marker of natural Black hair, and how this ideology influences the women’s “going natural” experience. Findings reveal tensions that emerge in the women’s identity project disengagement and reconstruction process, and how the women navigate their position as they reimagine their embodied identity quest.
