Epistemic communities and the global alliance against tobacco marketing

The World Health Organization's (WHO's) Framework Convention on Tobacco Control (FCTC) is a major blow to the worldwide expansion strategies and marketing practices of transnational tobacco companies. As expected, the industry vehemently opposed the treaty, lobbying instead for voluntary agreements and regulation by the market. However, in spite of bitter and persistent opposition by the tobacco industry, the FCTC was adopted by WHO. If the tobacco industry “lost” its battle to prevent FCTC from being institutionalized, who “won” and how? Our research suggests that the efforts of the epistemic community—a like‐minded network of professionals whose authoritative claim to consensual knowledge provides them with a unique source of power in public policy decision making—won the battle by being able to better convince the decision makers as to the needs of the FCTC by relying on, and successfully disseminating, its knowledge, expertise, and ideas. © 2009 Wiley Periodicals, Inc.     

DETERMINANTS OF TRADE: THE CASE OF MEXICO

This article explains the extent of intra-industry trade (IIT) in Mexico's foreign trade, and tests empirically various country-specific hypotheses concerning the determinants of intra-industry trade between Mexico and its major trading partners. The results of the econometric analysis corroborate the predictions of the theoretical models. The results indicate that the extent of Mexican intra-industry trade is positively correlated with the average income levels, average country size, trade intensity, trade orientation, the existence of a common border, the existence of a common language, and the participation in regional integration schemes, while it is negatively correlated with income inequality, inequality in country size, distance, and trade imbalance.     

Celebrating 20 Years of Publication of Accounting Education: an international journal: 1992–2011

This paper describes the background to the establishment of Accounting Education: an international journal, as well as an outline of its distinctive characteristics, including the international focus of the journal both in relation to the composition of its Editorial Boards and its authorship since its launch in 1992. A thematic analysis of papers for the second decade of the journal is incorporated, together with insights as to the future directions in accounting education. As the 20-year milestone of the journal was reached Professor Richard M. S. Wilson completed his term of office as founding Editor, and a new Editor took over. The paper recognises Professor Wilson's efforts in establishing an international journal devoted to publishing accounting education research relevant to practitioners, academics, trainers, students, researchers and professional bodies.

CHANGE,ADJUSTMENT AND THE ROLE OF SPECIFIC EXPERIENCE: EVIDENCE FROM SRI LANKAN RICE FARMING*

Human capital comprising various components, such as different types of training, experience and skills, influences the capacity of economic agents to adjust to changing environments. We distinguish between formal education, general experience and various types of specific experience as determinants of adjustment to disequilibria in agriculture and demonstrate that their relative importance varies according to the nature of the changes facing the farmers. The results provide strong support for the importance of land-specific experience even in 'modernising' situations.     

MEASUREMENT OF FIRM-SPECIFIC TECHNICAL EFFICIENCY: A COMPARISON OF METHODS

Various procedures have been used for the measurement of firm-specific technical efficiency. Most commonly used methods are static and deterministic. Deterministic methods tend to yield biased estimates of technical efficiency and to overestimate the variability of technical efficiency over time. These conclusions are illustrated by applying stochastic frontier production function analysis and corrected ordinary least squares procedures to farm data from Sri Lanka.
