Initiatives in favor of unilateral action on climate change are frequently challenged by concerns over free riding. Nevertheless, we observe an increasing number of unilateral efforts at different administrative levels and in different parts of the world. Previous academic literature described various individual mechanisms where emissions abroad may increase or decrease as a reaction to unilateral emission reductions. In this paper, we collect a comprehensive set of both positive and negative reactions and analyze them in stylized models. This allows us to identify the most important characteristics that determine the potential of a leader to boost mitigation efforts abroad. We find that this potential depends on (i) a strong ability to generate knowledge through leadership, (ii) a high degree of credibility in the international community, and (iii) a similar economic structure to the most important emitters. While most effects are difficult to quantify, this comprehensive assessment suggests that leakage effects resulting from unilateral mitigation may well be outweighed by positive reactions.  相似文献

The case of the postal workers in Britain is examined in order to develop our knowledge of intra‐union oppositional groupings. Such groupings within the postal workers are shown to have influence as the result of the 'strategy' of a small number of activists within largely conducive circumstances of internal strife and worker combativity. However, they do not accord to our normal understanding of factions, being better characterized as shifting and temporary networks and alliances.  相似文献

The EU has neither the power to tax nor the right to run a public debt. We analyze if the EU should receive the right for public indebtedness. We make use of the normative theory of public indebtedness and of positive political economy analysis. Our normative analysis identified specific cases for an appropriate use of public indebtedness. According to the political economy analysis, a misuse of public debt may be possible. As the implementation of strict constitutional constraints can limit this misuse, we propose the assignment of a right to public borrowing to the EU within tight constitutional restrictions.  相似文献

Since the initial studies of derecognition, many articles have focused on the issue, by and large pointing to a slow increase in derecognition. However, a small number have indicated it is actually much larger. This paper shows that derecognition is even greater than these suggest and that its nature has changed. The paper looks at the contexts of this rise but argues that derecognition should not yet be seen as a major problem facing the unions.  相似文献

From 1944 to 1986, 19 states held 27 referendums on right-to-work legislation, with 22.5 million people voting on the proposals. Despite its prominence as a public issue, most research on right-to-work laws focuses on their industrial relations impacts, and not on employees’ individual rights to refrain from joining unions or those same employees’ responsibilities to support their bargaining unit representative. Nor has there been any research on what citizen groups determine those rights and responsibilities in a right-to-work referendum. This study explores a potential operational model of anti-right-to-work voting with a multiple regression analysis of Missouri’s 1978 right-to-work election results, and hopes to serve as a stimulus to additional research on these particular dimensions of the right-to-work issue.  相似文献

Materiel managers have been in control of most aspects of the supply chain except for the inventories of the end users, which account for 70 percent of the inventory supply dollars. When the Materials Manager at Lexington Clinic in Lexington, Kentucky, was approached by the Clinic's Chief Executive Officer to implement cost containment measures, the Materials Manager seized the opportunity to implement a six-step program aimed at controlling those supply dollars. Through requisition training, enforcing approval levels, limiting the number of requisitioners, and establishing par levels on floor inventories, the clinic's "unofficial" inventory supply dollars were reduced by 7 percent in the first 12 departments where the par levels were established. The program was hailed as a tremendous success and a positive experience for everyone, from nurses to warehouse clerks.  相似文献

Using elicited expectations of future gross salaries, we evaluate characteristics causing German students to make larger or smaller estimation errors. While students seem to underestimate actual salaries by 18 percent, we show that these errors are highly attributable to misconceptions of the progressive income tax. Developing a suitable adjustment procedure, we correct students’ estimates and find that errors decline by 12 percentage points. Conducting regression analyses, we reveal strong connections with students’ age, gender, work experience, secondary school track, and knowledge about student loans. These results change notably if not controlling for students’ misconceptions of the tax system.  相似文献

This article analyzes the effects of intrafirm bargaining on the formation of firms in an economy with imperfect capital markets and contracting constraints. In equilibrium, wealth inequality induces a heterogeneous distribution of firm sizes, allowing for firms both too small and too large in terms of technical efficiency. The findings connect well to empirical facts such as the missing middle of firm‐size distributions in developing countries. The model can encompass a nonmonotonic relationship between aggregate output and inequality. It turns out that an inflow of capital may indeed decrease output in absolute terms.  相似文献
