This article explores the impact of the introduction of the New Public Management (NPM) within the UK Police Service since the mid-1990s. A specific focus upon individual performance management (one of the central features of NPM) is examined from the perspective of the police sergeant who has primary responsibility for managing performance and ultimately the delivery of policing services within one of the UK's ‘essential’ public services. After a discussion of the literature on individual performance management within the context of the NPM, the article identifies four major research questions relating to: the job role demands of performance management; access to valid and reliable performance management information; the capacity to provide follow-up development and support; and the wider integration of performance management with organization strategy and service objectives. After reporting on interview data collected from role sets in which the sergeant is a focal member, the article concludes with a discussion of the constraints upon effective performance management within the NPM.  相似文献

This paper argues that much current campaign tracking and econometric modelling is systematically undervaluing good agency planning practice and the potential of media advertising. This is not a reflection on the detailed execution of such projects, but rather on basic design weaknesses and a concentration on average achievements. Unlike other marketing inputs, such as price and distribution, advertising is complex and multi-faceted. For this reason it is unreasonable to expect that it is possible to represent the advertising input adequately with a single expenditure or gross rating points (GRPs) figure. The paper identifies seven component factors within any campaign that could and should be incorporated as analysis factors in any assessment project. The problems of achieving this desirable objective are considered, and the likely benefits discussed. The paper also considers possible frameworks whereby the necessary co-operation between advertisers, agencies and media owners could be achieved.  相似文献

This paper studies a situation wherein a set of voters choose between two alternatives in the presence of a payoff externality. Specifically, regardless of her intrinsic preference, a voter’s payoff is maximized should she vote for the alternative that garners a majority of the votes cast. Are votes coordinated on a single alternative? Using laboratory experiments, we examine voting patterns in sequential voting and simultaneous voting elections. Across both election types, we also vary the amount of information that an individual voter has regarding the intrinsic preferences of the other voters. Our main findings are as follows. In the “low” information treatment, sequential voting elections facilitate coordinated voting. However, in the “high” information treatment, voting patterns are not dependent on how the election is structured.  相似文献

Cultural intelligence (CQ) represents advancement in the area of international human resources management and cross-cultural training. An experiential approach to CQ training is developed and analyzed. A diverse, multicultural group of over 370 participated. General self-efficacy and contextual aspects related to Contact Theory were found to be significant to training outcomes in CQ development. In crafting the most effective CQ training and education, organizations and international human resources staff can benefit from understanding individual and contextual influences. Our experiential approach to CQ education appears to hold promise and adds to the literature by producing a specific approach.  相似文献

Positive leniency in self-appraisal was studied for its cross-cultural properties in three Asian and three Western countries. Nine hundred and eighty-three mid-level bank managers were surveyed by indigenous field workers to measure self-appraisal, life goals, and other demographic variables. Positive leniency was found in the three Western countries but not in the three Asian countries while controlling for size and type of organisation, managerial level and several demographics including sex, age, education and religious preference. Our measure of self-appraisal also served as a measure of organisational success. The relationship between success and work motivation was then examined for its cross-cultural properties. Organisational success and work motivation correlated across the six countries although the intensity of work motivation varied. The importance of work and of family were highly valued in all six countries as well.  相似文献
