This report examines environmental prospects for the twenty-first century, and then suggests some appropriate long-term management strategies and research priorities. A few current global trends (e.g., increasing concentrations of atmospheric trace gases, population, agricultural production) are practically irreversible over the next couple of decades due to inertias in the systems involved. However, there are bound to be nonlinearities, discontinuities, and surprises in the behavior of many environmental and socioeconomic systems. In fact, the main challenge for managers, policy analysts, and politicians is to develop strategies that are robust in response to these surprises, exploiting the opportunities as well as softening the shocks that may arise.The main characteristics of such strategies are that they be adaptive, interdisciplinary, and cross-sectoral. As pointed out by Harvey Brooks [2], we must avoid partial solutions that may be optimal for a particular sector or decade, but which are far from optimal for the biosphere as a whole over the long term.  相似文献

Measurement efforts to reduce the uncertainty concerning theattributes of heterogeneous goods may simply redistribute wealthand result in social waste. Individuals bearing the cost ofsuch distributional measurement have incentives to develop buyingand selling practices that limit such measurement. We examine,both theoretically and empirically, the determinants of thelevel of distributional measurement efforts in a competitiveauction framework. The empirical application, which uses a sampleof private timber sales, provides strong support for the implicationsof the theoretical model of presale measurement.  相似文献

Extant literature on diversity training programs continues to yield little evidence of their overall effectiveness. Whereas the most common approach to diversity training entails justifying the value of diversity on the basis of its contribution to the organization's bottom line, we argue that approaching diversity training from an ethical perspective may bolster the effectiveness of traditional approaches. Specifically, to the degree that traditional bottom‐line justifications are enhanced with social justice arguments, training effectiveness will increase. In the following article, we discuss traditional approaches to diversity training, provide a general overview of ethics, discuss how theory and research from behavioral ethics literature might help to address some of the challenges faced in diversity training, and draw from ethics literature to make specific, novel suggestions about the implementation and presentation of diversity training.  相似文献

Various public financial assistance programs are available to nonindustrial private forest (NIPF) landowners in the United States. Many landowners have limited knowledge of these programs and have not utilized them. This study employed a two-step sample selection model to examine the determinants of NIPF landowner knowledge of three regeneration programs, and conditional on their knowledge, the determinants of the application frequency to these programs since 1996. Data were collected using a phone survey of NIPF landowners in Mississippi. The survey revealed that among these qualified landowners who had clearcut in the past 10 years, about 50% knew of one or more of the programs. Their application frequencies to individual programs ranged from 0 to 5. Landowner knowledge of the programs was positively related to land size, regeneration experience, gender, and membership in forestry associations. For landowners who knew of these programs, application frequencies were higher for those that had less acreage, had lower education or income, were fully employed, were female, or had no membership in forestry organizations.  相似文献

We examined the relationship between funding sources and programming for major US symphony orchestras for the 2001 through 2007 seasons. We find that increased levels of funding from the federal government and businesses encourage more nonconventional programming, and increased levels of funding from local government and endowments encourage more conventional programming. In addition, yearly events such as a composer's anniversary and higher unemployment influence programming decisions. Given the challenging financial environment for symphony orchestras, we discussed programming choices that managers could implement to reduce budget deficits. We consider a continuous‐time labor matching model with endogenous separation. Firms initially lack information about the quality of workers with whom they are matched. They acquire information both from pre‐employment testing and, in the case in which a labor relationship is established, on‐the‐job performance. Testing provides a signal of a worker's quality. A firm can pick the accuracy level of its test, but it pays a cost that increases in the accuracy. Workers who perform poorly on the test are not offered employment; those who perform poorly on the job are eventually fired (after some delay). Worker quality is not match‐specific; low‐quality workers are less productive with all firms. We show that, in equilibrium, there is an inverse and complementary relation between the level of testing that firms optimally perform and the overall quality of the workers in the matching pool. We consider the properties of a steady‐state, stable equilibrium in such an environment. The complementarity between testing and the composition of the unemployed pool introduces the possibility of multiple equilibria.  相似文献

Health care systems all over the world are experiencing some change as they look for a new balance between supply and demand. This article provides context for the U.S. health care financing debate by examining the health care systems of five other countries: Canada, the United Kingdom, Australia, China and India. The authors show that, with few exceptions, countries around the world have seen an increase in both government and private health care spending between 1998 and 2002. The authors also demonstrate that employers throughout most of the world are becoming more, rather than less, involved in the funding and delivery of health care to employees and their dependents-even among nations with so-called single-payer health systems.  相似文献
