Environmental problems in Belarus

Résumé By far the most pressing problbem facing Belarus is the radioactive contamination resulting from the accident at the Chernobyl nuclear power station and the on-going threat to the environment posed by the destroyed reactor and those blocks which continue to produce electricity. The country is clearly not in a position to cope with the repercussions of the disaster. Western aid is required here, particularly to provide medical care for the population, decontaminate polluted areas, provide reliable measuring equipment and to analyse the level of contamination in food supplies. Air pollution, although worrying in some cities, is not as dramatic as in most of the polluted industrial centres of Russia and the Ukraine. Water pollution, too, is less serious than in most of the successor states to the Soviet Union. A serious problem is, however, posed by salification of the water supply by the potash industry. Recently environmental charges were introduced with the aim of improving environmental protection. Yet given rapid inflation and the persistence of soft budget constraints for enterprises, such charges are unlikely to have so far provided a significant incentive to more ecologically sustainable production in Belarus.     

Predicting uncertainty: the impact of risk measurement on value of real estate portfolios

This paper presents a theoretical framework for an assessment and valuation of real estate assets and funds, based on modern stochastic discounted cash flow (DCF) models, which accurately captures the nature of related risks. We show that an accurate risk-adjusted valuation is particularly difficult for real estate investments, due to practical limits to diversification and difficulties in approximating total risk with systematic risk. We develop a risk assessment framework that includes idiosyncratic risk but focuses on insolvency risk related to a specific cash flow profile. We also present a methodology of rating this risk, using forecasts and simulations. We conclude that simulation techniques are a valuable tool in property risk assessment. Further, we show that cost of capital and value of assets depend on diversification of specific risks, investors can achieve in their portfolios.     

False Discoveries und Fehlinterpretationen wissenschaftlicher Ergebnisse

High-quality science communication to the public depends to a large extent on the way research findings are translated into comprehensible language and common speech. In this communicative process, a reasonable evaluation of the trustworthiness of empirical findings, based on an adequate interpretation of statistical analyses, is absolutely crucial. This paper’s authors argue that the credibility of science is jeopardised by two compromising developments within science itself: on the one hand, an inflation of ostensible empirical evidence related to misuses and misinterpretations of the concept of statistical significance, and, on the other, a sensationalist overvaluation of the results of single studies instead of an adequate representation of the available body of evidence in a given scientific field.
