Agency Structure and Firm Culture: OSHA, EPA, and the Steel Industry   总被引:1,自引:0,他引:1  
We compare models of Occupational Safety and Health Administration(OSHA) and Environmental Protection Agency (EPA) enforcementand compliance for steel plants during the 1980s. We find thatOSHA and EPA respond similarly to plant-level compliance andmeasures of hazardousness, but differently to firm-level complianceand risks of plant closing, and we relate the differences tothe agencies' differing organizational structures. Plant-levelcompliance is affected by enforcement pressure, compliance costs,and the firm's overall compliance behavior in similar ways forthe two regulatory areas, but environmental compliance was alsosensitive to plant size and risk of closing. Finally, we findthat the likelihood that a plant was in compliance with oneagency seemed at most weakly related to whether it was in compliancewith the other, but that plants likely to receive enforcementattention from one agency were also more likely to receive enforcementattention from the other agency.  相似文献

A number of states have adopted mandatory managed care to provide health services to Medicaid patients, raising concerns that the care provided may be of lower quality than care provided under traditional fee‐for‐service arrangements. In this article, we study the effect of Pennsylvania's mandatory managed care program, HealthChoices, on health outcomes and the cost of care for pregnant Medicaid patients. Using difference‐in‐differences, we find evidence that the adoption of managed care resulted in fewer preventable complications, particularly for more severely ill mothers, but no general reduction in costs except in the highest decile of the cost distribution.  相似文献

We show that the total cost of production index and the marginal cost of production index may be used to illuminate the course of an industry's evolution. Each of these summary statistics conveys different bits of information about the industry. Theoretical properties of the indices are compared, and then the indices are applied to data from the steel industry to illustrate how changes in the indices over time reflect fundamental changes in industry conditions.The refereeing process of this paper was handled through W. Sharp increases occurred in the wages paid by integrated steel firms in the 1970s despite reductions in employment caused by the industry's decline. This article reviews several explanations suggested for this puzzling outcome and evaluates them using information on the size and timing of wage increases, on investment decisions, and on expectations about future inflation and demand growth. Overly optimistic expectations for demand growth and unexpected inflation appear to explain much of the data.  相似文献

De Beers is one of the longest lived international cartels in history. But have recent events threatened the diamond pricing structure so carefully developed over the past 100 years? In this paper, we use time series econometric techniques to evaluate the cartel's response to Russian cheating in the 1990s, We find that, despite massive Russian leaks, the cartel held to its long-term supply management policy of using its inventory to control the flow of rough diamonds into downstream markets. Although the cartel was able to survive the cheating, it remains unclear whether De Beers will continue to rely on its traditional strategy.  相似文献
