This paper addresses the welfare consequences of applying the Ramsey rule when the regulated firm is not a monopolist in all of its markets. The partially regulated optimum and the outcome of myopic regulation, the Short-Sighted Ramsey Equilibrium (SSRE), are examined in a differentiated duopoly model. In the optimum, the markup of competitive substitute goods is relatively high. In the SSRE, the regulator is likely to set the price of competitive substitute goods lower than optimal, and complementary goods higher than optimal. The Impact of Research and Development on Economic Growth and Productivity in the U.S. States 下载免费PDF全文

Research and development (R&D) has a large effect on both state output and total factor productivity in the long run. Our estimates for the private sector of the U.S. states from 1963 to 2007 show that the R&D elasticity averages 0.056–0.143. The implied returns to state Gross Domestic Product (GDP) from R&D spending are 82–211%. There are also positive R&D spillovers, with 70–80% of the total returns accruing to other states. We also find that states with more human capital have higher own‐ and other‐R&D elasticities, and those in lowest tier of economic development have the least own‐state R&D elasticity but the highest other‐R&D elasticity. In addition, we find that the positive effect of R&D spillovers across states is larger when we consider R&D spillovers across states based on economic similarity of R&D across sectors. 相似文献

The American Recovery and Reinvestment Act’s Broadband Technology Opportunities Program (BTOP) spent $4.7 billion during 2009–2013 to, inter alia, increase broadband adoption in underserved communities. We characterize the BTOP grants and examine the impact of the awards on broadband adoption. Econometric specifications controlling for award endogeneity related to observed and unobserved county-level factors find that spending is apparently associated with increased broadband adoption. Further investigation, however, reveals that the impacts of spending are nonlinear and even nonmonotonic over the range of county-level BTOP spending in the data. Controlling for trends to reduce the potential for spurious correlation between spending and outcomes removes most of the significance of the results. We conclude with three lessons for policymakers derived from the uncertain outcomes of BTOP spending found in our exploration. 相似文献

I examine the effects of insurance status and managed care on hospitalization spells, and develop a new approach for sample selection problems in parametric duration models. MLE of the Flexible Parametric Selection (FPS) model does not require numerical integration or simulation techniques. I discuss application to the exponential, Weibull, log‐logistic and gamma duration models. Applying the model to the hospitalization data indicates that the FPS model may be preferred even in cases in which other parametric approaches are available. Broadband is becoming increasingly important to national economies and the personal lives of users. However, broadband availability and adoption are not diffusing in rural and urban areas at the same rates. This article updates the rural broadband digital divide, with special attention paid to mobility. Empirical estimations of broadband provision and usage in the US show that rural areas have fewer high-speed fixed and mobile providers but more slower-speed fixed providers than urban areas. While rural availability of mobile broadband is lower than in urban areas, it still helps fill in gaps in fixed broadband coverage in rural areas. The rural gap in fixed broadband usage remains, but the mobile broadband usage gap disappears after controlling for household demographics. The raw broadband usage gaps between rural and urban households are proportionally greater for low-income households. The potential for mobile broadband to benefit rural areas through economic development is also examined. 相似文献

This study introduces methodology to quantify the effects that regulation has on the innovation and the introduction of new products, and compares state-regulated services in Indiana under rate of return regulation (RoRR) and under alternative regulation. The econometric model comprises a count process (for innovation) followed by a duration process with selection (for regulatory delay). When the firm is released from RoRR, the rate of service creation triples and expected approval delays nearly disappear. The firm may have introduced up to 12 times as many services to consumers if the alternative regulation had been in place the entire time. 相似文献

Using firm-level export data from six African (Burkina Faso and Senegal) and Latin American (Guatemala, Mexico, Peru, and Uruguay) countries, we examine factors that determine the survival of export flows. We explore the effects on export survival of changes in the number of home-country exporters serving the same destination, firm-level export diversification, and country-level factors. Unlike previous studies, we find that export survival rates decrease with the number of co-exporters selling the same product to the same country. We also find that the relationship between firm-level product diversification and export flow survival is hump-shaped: firms that do not diversify or are highly diversified have lower survival of product-destination flows. Our findings are robust to various alternative specifications. The main findings hold across both regions and all countries. However, the number of co-exporters negatively affects survival in Africa more than in Latin America. 相似文献

Increases in costs may have interesting, non-obvious effects on industry entry and exit. Three cases are possible when costs
rise: the competitor neutral case, in which entry decreases and exit increases, entrant favoring, in which entry and exit
both increase, and incumbent favoring, in which entry and exit both decrease. The model places restrictions on which outcomes
are possible given which costs rise (marginal or fixed). The model can be used to examine the impacts of cost-increasing regulation
or exogenous process innovation on industry entry and exit.
