Principles of Australian Quarantine

This article provides an overview of the report on Australia’s quarantine policies and procedures, Australian Quarantine. The Report proposes fundamental changes to Australia’s approach to quarantine and recommends: the development of a partnership between industry, governments and the general public; the establishment of a statutory authority to develop Australia’s quarantine policy and to ensure national delivery of quarantine services; acknowledgment of the importance of maintaining Australia’s unique natural environment; the need to redress the imbalance between the plant and animal sectors; development of a more formally structured process for conducting risk analyses; and expanding the scope of quarantine beyond the ‘barrier’ to cover pre-border, border and post-border activities.     

Central bank intervention and the volatility of foreign exchange rates: evidence from the options market

This paper tests the effects of central bank intervention on the ex ante volatility of $/DM and $/yen exchange rates between 1985 and 1991. In contrast to previous research which employed GARCH estimates of conditional volatility, we estimate ex ante volatility using the implied volatilities of currency option prices. We also control for the effects of other macroeconomic announcements. We find little support for the hypothesis that central bank intervention decreases expected exchange rate volatility. Instead, central bank intervention is generally associated with a positive change in ex ante exchange rate volatility, or with no change.     

Sales technology within the salesperson's relationships: A research agenda

The average cost of a sales call has declined approximately 15% over the past decade, while average salesperson compensation has doubled. These statistics illustrate an important benefit of technology: salespeople are more productive. To better understand the impact technology has played on sales and sales management, this paper examines the impact of sales technology from four perspectives: the salesperson, the field sales manager, the sales executive, and the customer. Noting that the needs and evaluations of technology vary, depending upon the functional position and viewpoint, a research agenda is offered that reflects these various perspectives.     

Thailand as a tourist destination: Perceptions of international visitors and Thai residents

In the tourism industry, the perceptions of a tourist destination are critical to its image. Image can be either a mental image of a product created by a marketing department or an associative image of a product that is developed by the consumer. Tourism destinations must be careful about their image so the perception that they have is not different from the way that they are perceived by potential travelers. This study examines the perceptions of international visitors and Thai residents on the image of Thailand as a tourist destination. International visitors and Thai residents were both surveyed to determine their perceptions of the image of Thailand. Some results of the study found that Thai residents and international visitors felt cultural sightseeing, friendly people and food were significantly important when thinking of Thailand as a tourist destination, while international visitors felt that nightlife and entertainment were significantly more important than that of Thai residents.     

Leveling the playing field: factors influencing trade show success for small companies

Recent research indicates that trade shows are a place to find prospects and close sales. Yet, many requisites of success found in prior studies may not be available to companies with limited resources. A study that compares the activities of successful vs. unsuccessful exhibitors from small companies was conducted. Results indicate similar budgets, yet very different results. Factors influencing success include strategic factors such as centering responsibility in one position, as well as tactical decisions such as those regarding pre-show promotion.     

Bayesian and Frequentist Inference for Ecological Inference: The R×C Case

In this paper we propose Bayesian and frequentist approaches to ecological inference, based on R × C contingency tables, including a covariate. The proposed Bayesian model extends the binomial-beta hierarchical model developed by K ing , R osen and T anner (1999) from the 2×2 case to the R × C case. As in the 2×2 case, the inferential procedure employs Markov chain Monte Carlo (MCMC) methods. As such, the resulting MCMC analysis is rich but computationally intensive. The frequentist approach, based on first moments rather than on the entire likelihood, provides quick inference via nonlinear least-squares, while retaining good frequentist properties. The two approaches are illustrated with simulated data, as well as with real data on voting patterns in Weimar Germany. In the final section of the paper we provide an overview of a range of alternative inferential approaches which trade-off computational intensity for statistical efficiency.

AGRICULTURAL TRADE LIBERALISATION AND THE URUGUAY ROUND*

With the Punta del Este Declaration, agriculture was accorded prominence in the GATT negotiations and, for the first time, national support policies were on the agenda. In this paper, the progress of the negotiations on agriculture is reviewed in an attempt to understand the factors which shaped the final outcome and to assess the likely impact of the round on liberalising agricultural trade. Although the immediate impact is likely to be modest, the round will provide longer term benefits to agricultural trade through the extension of the GATT rules-based system to agriculture. The framework which has been laid should provide a sound basis for future negotiations. Within the multilateral framework, the pace of change is a function of the willingness of all parties to compromise and this is evident in the Uruguay Round's outcome which reflects the European Union's agricultural reform agenda.     

A wicksellian indicator of monetary policy

This paper compares actual U.S. monetary policy with an ideal policy based upon Wicksell's theory of natural and market rates of interest. For the period 1952–1971, this comparison indicates that actual policies behaved in a distinctly pro-cyclical manner with the result that monetary policies amplified the magnitude of the business cycles. The explanation offered suggests that this stems from the central bank's attempt to stabilize the interest rate which is consistent with one of the paper's findings of a highly significant positive relationship between changes in the natural rate of interest and changes in the monetary base.
