我国证券市场风险收益特征的行为基础

我国证券市场的风险收益具有以下特征:(1)资本资产定价模型所揭示的风险收益关系在我国股市并不显著。(2)我国证券市场系统性风险占整体风险的比例较高。(3)从趋势上看,无论个股还是行业系统性风险占整体风险的指标没有明显的下降趋势。这些特征根源于我国特定的投资者结构以及不同投资者的风险厌恶特性和对私人信息的偏好特性。因此,投资者应针对上述特征,在集中投资、反向交易和降低交易频率等方面调整交易策略,提高投资收益率。     

Using HMDA Data as a Regulatory Screen for Fair Lending Compliance

This paper describes and evaluates the Federal Reserve System's recently developed program designed to use HMDA data as a screening device for fair lending enforcement. The program is designed to identify institutions showing potentially discriminatory patterns in their treatment of minority mortgage applicants vis-a`-vis nonminority applicants. The program also selects specific loan files to pull for additional information in cases where a more comprehensive evaluation might be appropriate. This paper discusses the motivation behind the adoption of the program and its innovative matched-pair method and assesses its value and potential shortcomings.     

Bank Consolidation and Small Business Lending: The Role of Community Banks

This paper examines how bank consolidation activity affected small business lending in local U.S. banking markets during two 3-year study periods, focussing on the role played by community banks in the process. During the 1994–1997 period, we find that consolidation activity involving big banks is associated with lower loan growth, whereas community bank consolidations and a greater presence of community banks in the market are associated with higher loan growth. During the 1997–2000 period, consolidation activity is either unrelated to small business loan growth or is associated with higher loan growth. In both study periods we find that, net of organization reclassifications due to consolidation or asset growth, the share of small business lending funded by community banks rose, particularly in markets undergoing consolidation.

For fraud,look under ‘serious and organized crime’

ABSTRACT

The UK government’s response to fraud cannot be disentangled from its broader ‘serious and organized crime’ (SOC) strategy. In order to explore whether fraud should—in public policy, criminal justice and law enforcement terms—be seen primarily as an SOC issue, there is a need to consider questions about whether or not ‘SOC’ is a sensible object of policy-making in the first place. Several arguments in favour of an SOC policy are identified in the paper. However, the notion of an overarching SOC policy is problematic for three reasons. First, SOC is a fundamental misrepresentation of reality, which does not correspond to a real social problem. Second, SOC policy can limit the development of more problem-specific crime strategies, Third, the ‘SOC’ label can negatively transform how social problems are perceived over the long term. If fraud is to be better understood and dealt with, it may therefore be necessary to extract it from its current inclusion within wider SOC strategy.     

中国天然气汽车前景广阔 发展仍需政策指引——“2012天然气汽车论坛”观点采撷

在"低碳经济"和"节能减排"的时代背景下,天然气以其环保和成本等优势,正在成为汽车最理想、最现实的清洁替代能源。进入本世纪以来,我国天然气汽车(NGV)进入快速发展阶段,LNG客车、重卡正成为未来我国天然气汽车发展的重点领域。目前,我国天然气汽车产业发展缺少国家层面的总体规划和扶持政策,配套基础设施建设落后,而且天然气汽车技术水平有待提升,行业标准规范体系尚不完善,这些因素制约了我国天然气汽车的健康、快速发展。为此,建议政府尽快出台鼓励天然气汽车发展的具体政策,为天然气汽车的发展提供指引;加快天然气加气网络建设,并继续维持天然气价格优势;同时,加快提升天然气汽车技术水平,逐步完善相关标准和规范体系。     

伊朗局势前景走向及其影响分析
