Can Direct Payments Facilitate Agricultural Commercialisation: Evidence from a Transition Country

We investigate the impact of direct payments on agricultural commercialisation in Kosovo. Kosovo is one of the poorest countries in Europe but, with European assistance, provides substantial funds to support agriculture, made up of many small and often semi‐subsistence farms. Thus, the effect of this support is a central policy issue. Identifying the effect of direct payments on market participation faces endogeneity issues arising from the possible simultaneous determination of participation in support programmes and market participation. In order to achieve proper identification of the endogenous direct payments, we use a strategy of targeted identification search that employs several different methodological approaches. We find that direct payments for fruit and vegetables, and those for cereals and oilseeds have a positive effect on market participation. However, we cannot identify any definite effect of livestock payments.     

Gentlewomanly capitalism? Spinsters,widows, and wealth holding in England and Wales,c. 1800–1860

This article examines the demographic and geographical importance of wealthy middle-class women. It argues that in certain towns and cities, notably London, such women were of sufficient importance to merit attention in their own right. Drawing upon a sample of wills, it describes the types of wealth owned by these women. By examining women's investment in government securities, it argues that women's wealth was of crucial importance to the British state. Its findings challenge conventional understandings of the relationships between gender ideology, wealth holding, and economic development.     

The National Lottery:A Preliminary Assessment of net Additionality

This paper makes a preliminary assessment of how the current structure for the distribution of UK National Lottery funds affects the promise of net additionality for the designated 'good causes'. Indifference analysis demonstrates that the funding structure is optimal in these terms. However, the measurement of net additionality is highly problematic and involves both quantitative and qualitative techniques. Whilst a preliminary comparison with Ireland shows that the UK system is in a better position to achieve net additionality through its accountability and transparency, net additionality could still be only a relatively small proportion of the dedicated Lottery money, depending on the behaviour of politicians, local authorities, other interest groups, and the distribution boards themselves.     

Expenditure on different categories of meat in Greece: the influence of changing tastes

This paper employs a latent variable approach to isolate the effects of changing tastes on the share of total meat expenditure on different categories of meat products in Greece during the period 1965–1995. We find that changes in the relative expenditure on different categories of meat cannot be explained by changes in the relative prices of the different meat products and increased expenditure alone. For pork products in particular, the increase in the share of expenditure has been greater than would be expected as a result of the relative fall in their price. The increase can therefore be associated with changes in taste. This finding is of general interest to those conducting empirical research into consumer behaviour both in economies where there have been significant changes in patterns of food consumption, and where, as in the case of many less industrialised economies, rapid structural changes in food consumption patterns are still to come. It is also of importance to policy makers in assessing die effectiveness of advertising or promotional campaigns in influencing longer term changes in consumer preferences for different products.     

Regulation Fair Disclosure and Earnings Information: Market, Analyst, and Corporate Responses

With the adoption of Regulation Fair Disclosure (Reg FD), market behavior around earnings releases displays no significant change in return volatility (after controlling for decimalization of stock trading) but significant increases in trading volume due to difference in opinion. Analyst forecast dispersion increases, and increases in other measures of disagreement and difference of opinion suggest greater difficulty in forming forecasts beyond the current quarter. Corporations increase the quantity of voluntary disclosures, but only for current quarter earnings. Thus, Reg FD seems to increase the quantity of information available to the public while imposing greater demands on investment professionals.     

Hymer and Uneven Development Revisited: Foreign Direct Investment and Regional Inequalities

Picking up on one of Hymer's key contributions, this paper examinesthe impact that inward foreign direct investment (FDI) intothe UK has on the patterns of development, both within and acrossregions. Using a panel of data for the manufacturing sector,the paper illustrates that even where one isolates the effecton the domestic sector alone, inward investment acts to increasethe demand for skilled, relative to unskilled labour, and alsogenerates the expected agglomeration effects in terms of thedemand for capital investment. The paper then goes on to drawcertain policy comparisons between these findings and the desiredaim of attracting FDI, notably to increase demand for labourin those regions suffering structural unemployment, and secondlyto reduce the disparities between regions.
