We adapt the dissonance‐minimising (DM) format proposed by Blamey et al. [Land Economics, 75 (1999) 126] in a dichotomous choice contingent valuation survey to estimate the economic benefits of preserving a cultural heritage site in Vietnam. Valuation methods have been used for five main purposes in environmental decision-making. Cost–benefit analysis (CBA) of projects, CBA of new regulations, natural resource damage assessment, environmental costing, and environmental accounting. The relatively lower importance attached to economic efficiency in environmental decision-making in most European countries compared to the U.S.A., both legally and in practice, might account for our general finding that there are very few valuation studies in Europe which have served as a decisive basis for environmental policy and regulations. However, with EU's goal to establish environmentally adjusted national accounts and to apply CBA to environmental policy and regulations, time seems ripe for an increased use of valuation techniques in Europe. 相似文献

We implement a controlled, multi-site experiment to develop and test guidance principles for benefits transfers. These argue that when transferring across relatively similar sites, simple mean value transfers are to be preferred but that when sites are relatively dissimilar then value function transfers will yield lower errors. The paper also provides guidance on the appropriate specification of transferable value functions arguing that these should be developed from theoretical rather than ad-hoc statistical approaches. These principles are tested via a common format valuation study of water quality improvements across five countries. While this provides an idealised tested, results support the above principles and suggest directions for future transfer studies. 相似文献

A fundamental question about the contingent valuation (CV) method is to what degree it predicts actual payments (AP). This has particularly been an intriguing matter related to voluntary provision of public goods representing primarily passive-use values. This paper reports the results from such a CV–AP comparison. Applying a voluntary payment mechanism there exists a theoretical expectation of upward bias in CV estimates and downward bias in AP. This study applied an induced truth-telling mechanism in one treatment group to assess the hypothetical bias effect in CV. The CV estimates in this treatment group were significantly lower than in the group that did not face this mechanism. But this effect was limited to those responding/acting to dichotomous choice, not affecting those responding to open-ended questions about willingness to pay. 相似文献

There is growing policy and academic interest in transferring ecosystem service values from existing valuation studies to other ecosystem sites at a large geographic scale. Despite the evident policy demand for this combined transfer and “scaling up” of values, an approach to value transfer that addresses the challenges inherent in assessing ecosystem changes at a national or regional level is not available. This paper proposes a methodology for scaling up ecosystem service values to estimate the welfare effects of ecosystem change at this larger geographical scale. The methodology is illustrated by applying it to value the impact of climate change on European wetlands for the period 2000–2050. The proposed methodology makes use of meta-analysis to produce a value function. The parameters of the value function include spatial variables on wetland size and abundance, GDP per capita, and population. A geographic information system is used to construct a database of wetland sites in the case study region with information on these spatial variables. Site-specific ecosystem service values are subsequently estimated using the meta-analytic value function. The proposed method is shown to enable the adjustment of transferred values to reflect variation in important spatial variables and to account for changes in the stock of ecosystems. 相似文献

Internet is an increasingly popular data collection mode for stated preference research in environmental economics. However, little is known about how this survey mode may influence data quality and welfare estimates. As part of a national contingent valuation (CV) survey estimating willingness to pay (WTP) for biodiversity protection plans, we assign two groups of respondents either to an Internet or face-to-face (in-home) interview mode. Our design aims to better isolate measurement effects from sample composition effects by drawing both samples from the same sample frame. We find little evidence of social desirability bias in the interview setting or satisficing (shortcutting the response process) in the Internet survey. The share of “don't knows”, zeros and protest responses to the WTP question with a payment card is very similar between modes and equality of mean WTP cannot be rejected. Results are fairly encouraging for the use of Internet in CV as stated preferences do not seem to be significantly different or biased compared to face-to-face interviews. 相似文献

Valuing global public goods like the Amazon rainforest by stated preference surveys of a representative sample of the global population would be very costly and time consuming. We explore the use of the Delphi Method in contingent valuation (CV) by asking a panel of 49 European environmental valuation experts in two rounds what they think would be the result if a European CV survey of Amazon Rainforest protection plans was conducted. The experts’ best guess for the mean willingness-to-pay (WTP) by European households for preserving the current Amazon Rainforest, and thus avoiding a predicted loss in forest area by 2050 from currently 85% to 60% of the original forest in the 1970s, was 28 € per household annually as an additional income tax. Aggregated over all European households this amounts to about 8.4 billion € annually. This preliminary estimate indicate that WTP of distant beneficiaries is substantial, and could justify preservation of global ecosystem services where aggregated benefits of the local population often do not exceed the opportunity costs of preservation in terms of lost income from commercial activities. The income elasticity of WTP with respect to per-capita income in the European countries is 0.5–0.6. Recognizing the limitations and assumptions of the Delphi CV method, it could still be a time saving and cost-effective benefit transfer tool for providing international donors with much needed order-of-magnitude estimates of the non-use value of ecosystem services of global significance. 相似文献

Contingent valuation is being increasingly used to value episodes of ill health caused by environmental pollution. In contrast to studies that have used contingent valuation to value other types of non-market goods, health episode valuation studies have tended to 1) value several ill health episodes or symptoms in the same survey, and 2) be vague in the survey instrument about the cause of the ill health, how it would be avoided or how the improvement would be paid for. The resulting values are then combined with exposure-response functions to generate economic estimates of health damages from pollution. This study tests whether episode valuation responses are sensitive to two of these design features. In a five-country study using split sample treatments, neither episode ordering nor mention of the cause of the ill health influenced stated willingness to pay to avoid specific ill health episodes.JEL Classification:

The benefits for specific health impacts related to air and water quality were measured in simultaneous contingent valuation surveys conducted in five different European countries. Consistent inter-country differences in willingness to pay to avoid ill health episodes could not be explained by measurable differences in individual characteristics. International transfer of unit values resulted in an average transfer error of 38%. Accounting for measurable differences among countries in health status, income and other demographic measures, either through ad hoc adjustments to the transferred values or through value function transfer, did not improve transfer performance. 相似文献
