探索土地问题的解决途径

从历史上看,农民的增收问题从来都是同土地产权制度的安排以及如何使用紧密联系在一起的。新中国成立以来,农地制度经历了四次重大变革。从变革中可以看出,土地问题确实是解决"三农"问题的核心。土地问题的解决不可能是一劳永逸的,现实中的问题只能通过改革来解决。     

A model of quality control based on recycling economy and sustainable manufacture

People currentiy pay attention to a hotspot problem that how industrial production is evaluated and controlled based on sustainable development theory. Quality is one of the important indexes. Two mainstream theories guide us to realize the industrial sustainable development： mainly the circular economy and sustainable manufacturing are introduced. The basic characteristics of the sustainable manufacturing are introduced, and that quality management is important contents of sustainable development is indicated. Based on circular economy and sustainable manufacture theories, the drawbacks in the existing quality management models are analyzed. The requests that satisfy the big system ＂environment- society - economy＂ are summarized to build up a model. A Chinese traditional cultural principle is applied and the relevant contents are sublimated as the platform to set up the model. The new quality management concept models are put forward ＂T- D- R＂ three-dimensional structures and ＂ecological quality loop＂ model, from which the new quality concepts are formed The paper elaborates the contents and the process of setting up the models. The big quality problems of the system can be handled by the new quality concept and model that are validated in practice.     

Sense of Crisis Is the Original Strive for Enterprise＇s Development

＂Thrive in calamity and perish in soft living＂ is an ancient Chinese philosophical thought, which is instructive to modern enterprise management, The sense of crisis can be changed into that of competition and innovation. If one enterprise wants to remain invincible all the time, it has to have senses of crisis, considering the possible threat and crisis in safe places and take precaution before anything happens. Consistent progress and innovation is the guarantee for the enterprise＇s continuous and healthy development,     

旁地产价格增长是否阻碍城镇化进程——基于我国31个省级单位面板数据的经验分析

通过对我国31个省级单位面板数据进行实证研究，发现从全国整体来看，房地产价格上涨对城镇化进程体现出正向促进作用，但是根据地区层级上的分析，在中西部地区房地产价格增长对城镇化具有显著的负向抑制作用。可见，现阶段房地产价格显然在阻碍城乡间劳动力要素流动方面扮演了重要角色。不断增长的房价增加了城镇化成本，对于农村劳动力转移起到阻碍作用。因此，为了保障新型城镇化的实现，必须通过土地、财政、金融等制度变革与其他市场化手段相结合，遏制房地产价格继续过快上涨，从而实现房地产市场与新型城镇化的协调发展。     

对一级法人经营体制的实践与探索

编者按:将乡(镇)农村信用社与县(市)联社合并为一个法人以县(市)为单位统一管理、统一核算,是按照国务院要求在江苏全村信用社进行改革试点的重要内容。通过一年多来的实践运作,目项改革已初见成效,取得了阶段性的成果,并为在全国范围内逐步积累了丰厚的经验。同时,作为改革的新事物,农村信用社实行以县为单位统一法人的经营管理模式,还有待于在实践中不断地探索善。作为一种管理体制的改革,统一法人的管理模式无疑会进一步农村信用社内部的统一管理,降低管理成本,减少管理环节,提高管综合效率,使资金和人员得到更加合理、优化的配置,使制度能够得为彻底的实施,从而在保证农村信用社为“三农”服务方向的基础强整体竞争实力,提升整体社会形象。然而,以县(市)为单位统一并非基层信用社和县(市)联社两级机构的简单合并,要充分发挥合统一法人的管理效率,需要农村信用社内部一系列的配套改革:一照现代企业管理制度的要求,明晰农村信用社的产权关系,在明确主体的前提下,落实风险责任;二要建立健全社员代表大会、理事事会的“三会”制度,完善法人治理结构,形成以产权为基础的权力本栏编辑:刘翔玲专稿每期一题机制;三要通过建立和完善统一法人信用社对分支机构的授权授信制度,科学、合理地划分统一法人信用社与     

Impacts of Internet Stock News on Chinese Stock Markets

The research of impacts of the intemet stock news （ISN） on the Chinese stock markets emerges with the era of the popular usage of the intemet. In this paper, the ISN is empirically related to the stock returns based on the neural networks. Experiments demonstrate the probable relations, hinted by the neural networks. The results are helpful in probing the microstructure of the Chinese stock markets.
