Three policy-relevant questions about multifamily mortgage originations (MFOs) are addressed. First, what is the annual volume of MFOs? This analysis highlights differences and problems among three publicly available multifamily lending surveys; the 1993 volume is estimated at $30 billion. Second, what is the size distribution of multifamily mortgages? Using kernel density estimation, variation in this distribution among central cities and suburbs, underserved areas, and lender type is examined. Third, what are the primary determinants of the variation in multifamily lending? A relatively simple regression model is estimated to shed light on the variables most highly correlated with multifamily lending. Tract income relative to MSA median income and minority concentrations are shown to be highly correlated with lending volume, but the largest source of variation is the number of multifamily rental units in the tract.  相似文献

Jeff Crump's discussion of housing policy in the United States is highly polemic but not very analytic or informative. Crump argues that federal housing policy is attempting to move people out of public housing and into the private housing market and the lowwage labor force. However, he fails to support his argument with credible evidence. My comments point out the most egregious of Crump's claims. I start with Crump's most extreme contentions that housing policy is coercing public housing residents into the low‐wage labor force. I then question his dismissive attitude toward the problems confronted by residents of distressed public housing and policies designed to help low‐income families move out of impoverished neighborhoods. I subsequently show how Crump exaggerates the extent to which federal housing policy is clearing central cities of subsidized low‐income housing. I conclude with a few words on the serious issues that a more informed critique of US housing policy could have raised. L'exposé de Jeff Crump sur la politique du logement aux Etats‐Unis relève principalement de la polémique, plus que de l'analyse ou de l'information. Selon lui, la politique fédérale tente de déplacer la population des logements sociaux vers les marchés de l'habitat privé et de la main‐d'?uvre à bas salaires. Toutefois, il n'apporte aucune preuve crédible à son propos. Ma réaction porte sur ses arguments les plus insignes, en commençant par ses allégations extrémistes selon lesquelles la politique du logement contraint les habitants des logements publics à des emplois peu rémunérés. Je remets ensuite en cause son dédain à l'égard des difficultés que rencontrent les résidents des logements sociaux insalubres, sans oublier les politiques prévues pour aider les familles à faibles revenus à quitter les quartiers pauvres. En conséquence, à mon avis, Crump exagère la mesure dans laquelle la politique fédérale élimine des centres‐villes les habitats à loyer modéré subventionnés. Strategic partnerships are commonplace in today's global economy. Effective use of partnerships are viewed increasingly as an important issue facing small, growth-oriented firms. A key debate is how small firms should manage supplier partnerships. Contrasting the debate about the extent to which small firms are inertial versus adaptive, the impact of growth on value chain partnerships with suppliers was investigated. Data collected from 91 pharmaceutical-related firms is used to test the proposition that firm growth is related positively to maintaining or to expanding relationships with suppliers, not to terminating partnerships. The paper further posits that this relationship between firm growth and the amount purchased from a supplier is moderated by the perceived effectiveness of the value-chain partnerships such that when effectiveness is higher, the relationship between sales growth and the amount purchased from a value-chain partner is stronger. The propositions, which are tested with regression analysis, are supported partially.  相似文献

This study explores the impact of environmental turbulence on relationships between personal and organizational characteristics, personal values, ethical perceptions, and behavioral intentions. A causal model is tested using data obtained from a national sample of marketing research professionals in South Africa. The findings suggest turbulent conditions lead professionals to report stronger values and ethical norms, but less ethical behavioral intentions. Implications are drawn for organizations confronting growing turbulence in their external environments. A number of suggestions are made for ongoing research. Michael H. Morris became the Fletcher Jones Chair in Entrepreneurship at the University of the Pacific, Stockton, CA in 1993. He received his Ph.D. in Marketing. He is the author of two books and over forty articles in academic journals, including the Journal of International Business Studies, the Journal of Business Research, the Journal of Management, and the Journal of the Academy of Marketing Science. Dr. Morris' principal research interests include entrepreneurial behavior, industrial marketing strategy, and pricing.Amy Seidel Marks has been a Senior Lecturer in Marketing at the GSB UCT since 1989. She holds a Ph.D. in Marketing from the Kellogg Graduate School of Management, and has worked in the areas of consumer behavior analysis and social marketing for 20 years. During her time in South Africa she has conducted numerous research projects in areas such as AIDS prevention, tobacco control and iodine deficiency, and has also served as a consultant to national projects in tuberculosis drug compliance, tobacco control and adult education.Jeff Allen received his doctorate from the University of Kentucky. He is currently an Assistant Professor of Marketing at the University of Central Florida, Orlando, Florida, Dr. Allen has published in various national and international academic journals on topics of social responsibility, marketing ethics, and health care marketing. Newman S. Perry, Jr. is Professor of Management, School of Business and Public Administration at the University of the Pacific in Stockton California. The purpose of this study was to explore evidence of gender-based vicarious sensitivity to disempowering behavior in organizations, expanding the concept of hostile working environment beyond the context of sexual harassment. Male and female graduate and undergraduate students viewed 10 video segments of Anita Hill's interview by U.S. senators during the October 1991 confirmation hearings of Supreme Court Justice Nominee, Clarence Thomas. Although no significant relationship was found between the personal attributes of age and ethnicity to perceptions of disempowering behavior, female participants reported seeing significantly more offensive behavior in the video segments than did male participants. The results are discussed in terms of greater female sensitivity to common forms of disempowering behavior in organizations, and having a disparate negative impact and systematically placing women at a disadvantage in today's workforce.  相似文献

Injection drug users (IDUs) transmit the human immunodeficiency virus (HIV) via both needle sharing and sex. Available interventions for this population have varying costs and effectiveness and focus on different risk behaviors. In this analysis, we look at two interventions. One is inexpensive, broad-based and provides modest risk reductions (street outreach (SO)); the other is narrowly focused, expensive and relatively effective (methadone maintenance). This analysis explores the effects of population risk behavior, intervention effectiveness, intervention costs, and decision constraints when allocating funds between these two interventions to maximize effectiveness. We develop a model of the spread of HIV, dividing IDUs into susceptibles (uninfected) and infectives, and separately portraying sex and injection risk. We simulate the epidemic in New York City for time periods from the mid-1980s to the early 1990s, and incorporate the behavioral effects of two interventions performed singly or in combination to find the allocation that maximizes the number of infections averted in the IDUs and their noninjecting sex partners, assuming interventions have increasing marginal costs. We find that the optimal allocation nearly always involves spending the maximum allowable amount on SO. This result is largely insensitive to variations in risk parameters, intervention efficacy, or cost. The model's structure, however, makes clear that many factors contribute to this insensitivity, namely the scope of the interventions, the dual drug/sex nature of HIV risk in the population, the asymmetry of sexual risk for men and women, and the potential benefits to nonIDUs.  相似文献

ABSTRACT This paper examines learning in interdisciplinary action teams. Research on team effectiveness has focused primarily on single-discipline teams engaged in routine production tasks and, less often, on interdisciplinary teams engaged in discussion and management rather than action. The resulting models do not explain differences in learning in interdisciplinary action teams. Members of these teams must coordinate action in uncertain, fast-paced situations, and the extent to which they are comfortable speaking up with observations, questions, and concerns may critically influence team outcomes. To explore what leaders of action teams do to promote speaking up and other proactive coordination behaviours – as well as how organizational context may affect these team processes and outcomes – I analysed qualitative and quantitative data from 16 operating room teams learning to use a new technology for cardiac surgery. Team leader coaching, ease of speaking up, and boundary spanning were associated with successful technology implementation. The most effective leaders helped teams learn by communicating a motivating rationale for change and by minimizing concerns about power and status differences to promote speaking up in the service of learning.  相似文献

This paper analyses current and alternative afforestation policy instruments in Flanders. First we select forest sites that maximize net social benefits given a constraint on the total area of new forests and then we select policy instruments that yield this optimal combination of sites. For each policy option, we calculate the associated costs for landowners and government as well as net social benefits for society. Our empirical illustration shows that the welfare gain is considerable if the afforestation subsidy is conditioned on an objective criterion rather than a case-by-case approach. Our results also show that it is worthwhile to consider alternative policy instruments, such as auctions, not previously used in Belgian legislation.  相似文献

Independent payphone providers in 1995 held a 17.4 percent national share of payphones. Their shares and state regulators' policies vary greatly by state. We test the determinants of IPPs' shares in 1996, finding that they increase with the allowed local-call rate, with "dial-round compensation," and with the degree to which regulators have removed LEC competitors' incentives to carry inflated payphone investments. Weak evidence suggests that regulation of intrastate long-distance rates may help to solve the IPP's problem of committing not to overcharge. Under the Telecommunications Act of 1996, states' policy differences and interstate differences in IPPs' shares will likely narrow.  相似文献
