Entanglements in multispecies voluntourism: conservation and Utila's affect economy

Abstract

Through a case study of conservation voluntourism this article brings together critical political ecology, multispecies ethnography, and studies of humanitarian tourism to advance a political ecology of multispecies conservation voluntourism. The article presents multispecies conservation voluntourism as a field that produces and is produced by an “affect economy”, or an economy based on the exchange or trade in the relational. Since the mid-1990s, life on Utila, Honduras, a popular discount backpacker scuba destination located along the Mesoamerican Barrier Reef, has been deeply transformed by the growth of dive tourism, the ecological destruction it has produced, and now the conservation voluntourism industry emerging in its wake. Seventy percent of Utila is comprised of mangroves and associated wetlands, home to several endangered and endemic species. Using examples of whale shark tourism, lionfish hunts, and iguana tracking, this article shows how conservation organizations operate as affect generators, enabling the privilege of engaging in multispecies encounters. Engaging in multispecies conservation voluntourism produces value in the form of cultural capital which is then exchanged for material outcomes by volunteers in the global economy; at the same time, this form of voluntourism obscures local relationships to nature and alters multispecies assemblages from past configurations.

农业院校促进乡镇经济发展的个案研究

在知识就是第一生产力的今天，乡镇经济的发展已不仅是地方政府、乡镇企业的责任，农业院校在履行其育人、科研功能的同时，更应该发挥其服务社会的功能，为乡镇、县域经济的发展起到巨大的带动、推进作用。文章以位于吉林市昌邑区左家镇的吉林农业科技学院为例，分析农业院校在自身发展壮大的同时对所在地方经济的促进作用，将有高等教育辐射的左家镇与没有高等教育辐射的土门岭镇在人均收入、农林牧渔各项产值等方面进行比较，用翔实、准确的数字表明：农业院校是促进乡镇经济快速发展的主力军。     

The effects of transition on the distribution of income in China

Using two large samples for 1988 and 1995 we decompose the Gini coefficient of household income according to type of income with the purpose of analyzing reasons for the rapid increase of inequality. The results show that the change in relative size of money income and its changed profile are found to be the major processes behind the rapid increase of income inequality in rural China. Changes in housing allocation and an increased number of retirees in combination with higher benefits have made inequality increase in urban China and in China as a whole. 以历史发展的观点看公共财政与"三农"问题

“三农”问题是一个受到全社会普遍关注的大问题，本从历史发展的角度，追溯了“三农”问题产生的根源，并结合实际工作，提出了按照公共财政的要求对“三农”进行扶持的主要方面。     

基于AHP＋熵组合的相对发达地区新乡镇建设评价——以苏南三镇为例

面对新农村建设活跃和城市化进程加速，新乡镇建设也初见端倪，选取苏南三镇作为实证地点，构建相对发达地区新乡镇建设评价体系，利用主观赋权的层次分析法（AHP）和客观赋权的熵权法进行组合评价。     

Demand‐side housing policy in Costa Rica: a response to the housing deficit

The purpose of this study was to establish what the housing needs of Costa Rica are and to assess what policies have been implemented to respond to their housing deficit. In order to answer these questions, a combined methodology consisting of primary and secondary data was used. Using open‐ended questions and a topic schedule, face‐to‐face interviews with Costa Rican housing authorities were conducted at the interviewee's work place in Costa Rica in May 2003. The most recent secondary data available in the country was used to compute the housing deficit and to study the effects of demographics on current housing needs. Sources of the secondary data were the Costa Rica Ministry of Housing and Human Settlements, and the National Institute of Statistics and Census. The Costa Rican government has made great progress in reforming the housing finance system in order to meet the housing demand of its citizens. In 2002, Costa Rica had a 75.6% home ownership rate. Yet, even in light of the housing system's current success, many social, economic and political barriers threaten to undermine its accomplishments and the peoples’ ability to obtain safe and affordable housing. The paper considers the strengths and weaknesses of the current housing finance system as well as the government strategies for addressing difficulties.     

中国城市住宅市场的结构差异性分析

市场价商品房、经济适用住房和廉租房构成了目前中国城市住宅市场的供应体系.依据中国30个主要城市的房地产开发统计数据,选择吸纳率作为评价住宅市场供需均衡状态的指标,利用固定影响变截距模型,重点研究了商品房和经济适用住房供给结构的城市差异性.研究发现,在城市住宅市场中,经济适用住房市场和商品房市场具有很强的相关性.作为具有政府资助性质的经济适用住房建设,存在典型的地域性特征,其政策的设定和实施会对整个住宅市场产生影响,地方政府应在利用比较全面的住宅市场指标体系进行综合分析基础上,制定适合本地的经济适用住房政策.     

解决“三农”问题的财政对策思考

三农问题，是关乎我国九亿农民生存状况和国民经济发展与社会安定的大事，本文从财政的角度出发，研究制约“三农”问题的财政障碍，并进一步提出加大财政支农力度、重视农村人力资源开发和完善公共财政体系三大财政对策．以期从财政的角度解决我国的“三农”问题。
