This research explores the role of agrarian and environmental movements in contesting the development and promotion of agricultural biotechnology through trade liberalization in Latin America. Organized around themes of mobilization, participation and representation, it raises key questions about who mobilizes and how, and about the strategic dilemmas that arise when movements with different histories, membership bases and cultures of protest attempt to work together. Issues of accountability, representation and participation run through the analysis of strategies of organization and claim-making adopted by an eclectic range of groups seeking to contest the role of biotechnology in the structure of agricultural production, the institutions that manage that relationship and the discourses which sustain it. In particular, analysis centres on their responsiveness to the concerns and agendas of poorer groups in the front line of the 'gene revolution' as it plays out in the Latin American countryside, in particular in Argentina and Brazil, the key players in biotechnology in the region. 相似文献

Mixed logit models represent a powerful discrete choice analytical model but require assumptions about the functional form
of the parameter distributions. The use of unbounded distributions, such as the normal distribution, may be regarded as unsuitable
where theory indicates that all are negatively affected by increases in an attribute, such as price. Bounded distributions
such as the triangular and log-normal are unable to model the case where a section of the population is indifferent towards
an attribute, while the remainder are negatively disposed toward it. Train and Sonnier’s bounded mixed logit model accommodates
these features and is employed in this paper. A censored normal and Johnson’s Sb distribution are used to model preferences in the UK for food attributes, including price and GM technology. Bi-modal distributions
are identified regarding GM food: some are unlikely to ever consume it, some are close to indifference and willing to consume
at relatively small discounts while the remainder are fairly unresponsive to further price reductions. 相似文献

Using narrative policy analysis we examined the adversarial rhetoric of claims-makers in their bid to undermine alternative and conflicting accounts of GMOs as environmental and human health risk and to forestall any challenges to the scientific authority of the technological deterministic account of the GMO policy debates in Ghana. The study shows that the GMO discourse was built with the rhetorical frames of smallholder farmer vulnerability and entitlement used in the account it contradicts, thereby legitimating its own appeal for responsive remedies. Civil society claims attacked GMOs as discriminatory and as an environmental and human health risk. Government and scientists engaged in unsympathetic counter rhetorical strategies in hopes of debunking or neutralizing the claim made by civil society. In other words, Government and scientists were denying the claim that GMO was discriminatory and posed significant human health risk, as well as the call to action to do something about GMOs. Civil society adapted the counter rhetoric of insincerity, claiming that scientists had some kind of “hidden agenda” behind their claim, such as eagerness to just earn money from their patents on GMOs. It is imperative that communication on GMOs includes the underlying assumptions, the uncertainties and the probabilities associated with both best and worst case scenarios. This is a necessary condition to minimise misinformation on GMOs but may be insufficient to completely erase conspiracy theories from the minds of the public especially when scientists and government are perceived to be biased towards multinational corporations that are ostensibly preoccupied with making profits. 相似文献

As the pipeline of new biotech crops has continued to expand, regulatory approvals of such crops across different countries have become less synchronized. As a result, some biotech crops can be cultivated in one or more countries but may not be approved for use in others. Under such circumstances, small amounts of unapproved biotech crops can be found in the food/feed supplies of some countries and under zero threshold policies they must be withdrawn and can lead to market disruptions. In this paper we examine the potential economic implications of regulatory asynchronicity and zero threshold policies for unapproved GMOs using the EU as a case study. To measure the potential economic impacts from possible trade disruptions between the EU and its major suppliers of soybeans, we develop a spatial equilibrium model and examine alternative scenarios where bilateral trade flows are set to zero. From our analysis we find that when asynchronous approvals become a systemic problem leading to trade disruptions with multiple trading partners the impacts can be severe. For instance, we find that if the EU were to stop imports from its three main suppliers the US, Brazil and Argentina, it would pay roughly 220% more for soybeans, 211% more for soybean meal and 202% more for soy oil. 相似文献

Scholars and activists working from within a political economy perspective often fail to explore the distinct motives, interests and behaviours of powerful actors who appear to be working ‘as one’ on a common agenda. Such is the case in recent analyses of efforts to promote the use of biotechnology in Africa. While the critical literature largely focuses on the attempt to create what Peter Newell calls ‘bio‐hegemony’, the present paper explores the diverse interests and tensions that have to be worked out in order to build such pro‐biotechnology coalitions. I analyse the formation of an organization called the African Agricultural Technology Foundation to show how differences between two major pro‐biotech actors – the Rockefeller Foundation and the agricultural biotechnology industry – were negotiated, so that these actors could work together towards the goal of getting GM technologies used and accepted in Africa. In the process, I reveal the inward projection of power that occurred as the biotech companies effectively determined the structure and terms of this alliance. 相似文献

Genetically modified crops and foodstuff have been highly controversial for environmental, health, and ethical reasons. The controversies have been worldwide, but most prominent in the European Union, for reasons that include distrust of the regulatory authorities, scientists and technocratic decision making. An informal moratorium in the EU came recently to an end, without solving the underlying problems. In response to the criticisms, the European governments have attempted to improve the risk assessment methods and their scientific basis, and to tailor public policies to the growing demand for transparency, accountability, and public participation.This paper proposes a novel approach to including the public in evaluating the impacts of food and agricultural biotechnology and present and future applications modeled after the growing practice of sustainability reporting by companies. The most visible among those, Global Reporting Initiative (GRI), when implemented properly, includes a wide range of stakeholders, including the financial institutions, companies, NGOs and the civil society, in an interactive multi-stakeholder discourse and collaboration. The reporting exercise would open the discussion about the R&D around new GMO products, and could mitigate potential adverse effects in an early stage (Constructive Technology Assessment). We specifically propose initiating a broadly based societal initiative aimed at developing of a new sectoral supplement of GRI Guidelines, specifically designed for the food and agricultural biotechnology sector.This approach can be conceptualized as experimentation on a small scale with a multitude of stakeholders involved (Bounded Socio-Technical Experiment or BSTE) which is an effective venue for higher-order learning among participants. Sustainability reports and BSTEs have been so far applied in limited cases, none of which included highly controversial technologies such as biotechnology; they need further elaboration and testing to become possibly highly effective concepts and tools for mitigating conflicts on the societal implications of emerging technologies, and to lead to better public policies and greater social trust. 相似文献
