We collected 469 frontal face images of Ukrainian cabinet ministers who were in office in 2000–2020. For each image, the minister's body mass index was estimated using a computer vision algorithm. The time series of median estimated body mass index of cabinet ministers co-moves over time with two existing measures of corruption – World Bank worldwide governance indicator Control of Corruption, and the discrepancy between the quantity of luxury wristwatches exported from Switzerland to Ukraine (reported by Swiss statistics) and the corresponding quantity imported by Ukraine from Switzerland (reported by Ukrainian statistics).  相似文献

This paper examines the link between the willingness to take risk and the gender gap in self‐employment in the transition economy, where for decades entrepreneurship was considered a crime. Using rich data on risk preferences and entrepreneurial activities, we show that male–female risk tolerance differential is the main determinant of the gender gap in self‐employment in Ukraine. The decomposition results indicate that up to 38% of the gap can be attributed to this factor. Robustness tests support the validity of the baseline findings by suggesting that the results are not confounded by such factors as being unemployed before starting a current job, having a self‐employed household member, or living in a relatively wealthy household before transitioning to self‐employment.  相似文献

Economic class, defined in relation to its actual control over the economy’s productive assets, is the most useful lens for examining power distribution in the post-Soviet transition and clarifying the neoliberal nature of its social provisioning processes. Using Ukraine as an illustration, I argue that only ownership empowerment of economically powerless classes can democratize the oligarchic transition economies. As an exit strategy from oligarchic capitalism, I recommend that state capitalism be implemented, as a transitory condition only, to divest oligarchs of unlawfully acquired economic power. Then, progressive restructuring of oligarchic companies must be conducted through broadening property ownership to include shared ownership and worker participation in economic decisions. I conclude that only by nurturing the democratic fundamentals of the economy and promoting a social democratic welfare state could a government in post-Euromaidan Ukraine initiate its own social control and create a genuine political and economic democracy.  相似文献

Do Ukrainian Firms Benefit from FDI?   总被引:1,自引:0,他引:1  
All countries are eager to attract as much foreign direct investments (FDI) as possible. At the same time FDI may have not only positive, but also negative economic effects for receiving countries. Positive effects are associated with technology transfer, efficient allocation of resources, and training of domestic workers. However, the entry of foreign firms could, e.g., lead to a decrease of labor productivity at domestic firms, which is a negative effect. The main purpose of this paper is to estimate direct and indirect effects of FDI. First, we test for direct influence of foreign direct investments on firms performance, where the latter is estimated alternatively as labor productivity and as exports. FDI notably increases both labor productivity and export volumes. Second, we look for spillover or indirect effects. There is statistical evidence that the levels of FDI in certain regional industries are associated with higher performance indicators of firms not receiving FDI in those same regional industries.JEL Classification: L1, L6, F2  相似文献

The paper considers the development of small and medium enterprises (SME) in two transition economies where market reforms have been slow (Ukraine and Belarus), focusing specifically on the role of government in the process. Empirical data from a study on SMEs and economic development in Ukraine, Belarus and Moldova are used to consider the contribution of SMEs to different aspects of transformation whilst data from a second project are used to show the support needs of SMEs.Following the introduction, which summarises the aims and methodology, the second section presents brief profiles of the context for SME development in each country. Part 3 summarises some of the main empirical findings, focusing on those aspects that have potential policy significance, specifically with respect to employment, innovation, and market orientation, whilst the fourth section considers survey evidence of the support needs of SMEs. The final section draws out the main policy implications of the findings, whilst also setting out an agenda designed to increase the contribution of SMEs to economic development in the future.On the whole, the empirical results demonstrate that some SMEs have developed in Belarus and Ukraine despite the actions of governments, although the number of private enterprises per capita remains small and their qualitative characteristics often reflect the difficult operating conditions. As a result, their contribution to economic and social change is less than it could be, mainly due to an unstable environment and an institutional context that has yet to establish the framework conditions for sustainable private sector development. In terms of policy priorities, the survey data suggest that reform of the distorted legal and financial infrastructures that exist in these countries is the highest priority need.  相似文献

20世纪90年代初期,以乌克兰为代表的很多中东欧国家开始了私有化改革。乌克兰私有化改革是一场所有制关系的重大变革,其经验和教训可以为其他国家进行经济改革提供有意的借鉴和参考,具有非常重要的意义。国内学术界早在20年前就已经开始了对乌克兰私有化问题的研究,积累了很多的研究成果,但是一直缺乏系统的分析和总结。文章对乌克兰私有化的历史进程进行了回顾,系统地梳理了国内有关乌克兰私有化问题研究的成果,总结了乌克兰私有化的经验和教训,进而结合我国经济改革的实际情况提出了一些建议。  相似文献

This paper documents and analyses gross job flows and their determinants in Ukraine using a dataset of more than 2200 Ukrainian firms operating in manufacturing and non‐manufacturing for the years 1998–2000. Job destruction dominates job creation in both 1999 and 2000. Another clear‐cut result of our analysis is the strong positive effect of new private firms on net employment growth. We also find an inverse relationship between job reallocation and size for both manufacturing and non‐manufacturing, while only in the latter sector is employment growth inversely related with size. The main focus of the paper is the effect of trade flows on employment adjustment in manufacturing. Our results show that both employment growth and job reallocation at the firm and two‐digit sector level are affected by strong exposure to import competition and product market competition in export markets. These effects are more pronounced when we consider trade flows to the world at large and to the EU than when the analysis is based on trade flows to the CIS. In this research, we use econometric analysis to estimate the impacts of the Black Sea Grain Initiative on international wheat and corn prices. Using these results, we assess the economic value of the treaty to the global food system, as well as the regional distribution of the associated welfare savings. We find that the Russian Invasion created economic costs of approximately $116.05 billion in the global wheat and corn markets. In the international wheat market, the Black Sea Grain Initiative reduced prices by 7.9%, offsetting approximately $21.48 billion of these costs. The largest winners from the Initiative outside Ukraine are primarily in the developing world, particularly in the Middle East and North Africa. We do not observe any economically meaningful impacts of the Initiative in the international corn market.  相似文献

Ukraine’s recent elections revealed deep divisions between eastern regions, which favored central economic planning, and western regions, which preferred more free market reforms. This study compares polyclinics in Ukraine to see if the inflexibility of Soviet-style planned economies results in lower economic efficiency in eastern regions. Using data from two geopolitical regions, Data Envelopment Analysis (DEA) scores for polyclinic efficiencies are modeled as a function of demographic and economic determinants. Surprisingly, results indicate that polyclinics in western Ukraine are less efficient. Possible explanations, including case mix intensity, responsiveness to local preferences, physician entrepreneurial behavior and a legacy of inequitable funding, are discussed.
