试论台湾IC产业发展的特点

IC产业是台湾“十大新兴工业”之一，起步于20世纪60年代中期的IC封装业。目前已成为台湾高新技术产业发展的领头羊。笔者认为，台湾IC产业发展特点，主要表现3个方面：一是以“聚群”为发展模式；二是以晶圆代工为主体；三是以DRAM产品为主轴。在此基础上，本文还对台湾IC产业的未来发展走向进行一些探讨。     

Reconfiguring the innovation policy portfolios for Taiwan's SIP Mall industry

Since the year 2000, silicon intellectual property (SIP), which can minimize the gap in ‘design productivity’ that exists with systems-on-chip (SOC), has become one of the most important factors in the development of integrated circuit (IC) products in the SOC era. Although SIP is very important for IC industry development, complicated business, technical as well as legal issues inside SIP transactions have hindered successful transactions and the integration of SIPs into SOCs. Thus, web-based SIP e-Commerce mechanisms, called SIP Malls, have emerged, aiming to resolve complex SIP issues. To maintain its leading position and competitiveness in the World's IC industry, as well as the value added by SOC products in Taiwanese IC firms, the Taiwanese government has developed SIP Malls, using innovation policy tools. However, the Taiwanese SIP Mall industry remains immature. No existing Taiwanese SIP Malls generate a profit or account for a significant share of worldwide SIP transactions. This research will develop an analytical framework for defining an innovation policy portfolio that aims to develop Taiwan's SIP Mall industry, so that it will enhance the value added of SIP Malls and, thus, the nation's competitiveness in the SIP and IC industries, something which already has become one of the Taiwanese government's major concerns. The industry innovation requirements (IIRs) are summarized using the Delphi method. Meanwhile, the major IIRs identified by Decision Making Trial and Evaluation Laboratory (DEMATEL) are introduced. After the IIRs are derived, the relationships between the IIRs and innovation policy tools are derived by Grey relational analysis (GRA). Then, the innovation policy tools are clustered, based upon the Grey grades derived by GRA. Finally, reconfigured innovation policy portfolios are presented for the Taiwanese government's policy definition. The results demonstrate that developing an innovative policy portfolio that includes scientific, technical, educational, public enterprise, information, legal and regulatory, financial, and taxation policy tools will be the most necessary step towards developing Taiwan's SIP Mall industry.     

银证合作的现状及策略研究

国际金融业的主流是混业经营,我国银行业与证券业实行的是分业经营与分业监管,随着对金融业管制政策的调整,银证合作具有广阔的前景,实行混业经营对于改善国有商业银行的财务状况,减少我国金融风险具有十分重要的意义。     

房地产证券化的支撑理论梳理

房地产证券化作为一种金融创新，它在使各个交易主体充分发挥自身优势的同时，降低了风险和成本。一过程的完成，不仅有其实践的需要，也具有理论的支撑。对房地产证券化涉及的相关理论进行梳理，有利于为中即将进行的房地产证券化在理论层面上奠定一个基础。     

我国银行卡市场发展状况与对策研究

银行卡是具有存款、取款、转账结算、消费等功能的信用支付工具。我国银行卡市场经过二十几年的发展,取得了重大成就。本文从我国银行卡市场的发展状况入手,分析了发展中存在的问题,在此基础上提出了加快我国银行卡市场快速健康发展的对策建议。     

企业研究与开发绩效评价:现状分析及改进思路

由于研发活动固有的特点,企业研究与开发(以下也称研发或R&D)的绩效评价一直是理论和实践上的难题。通过分析影响企业研发绩效评价因素,探讨现行的企业绩效评价体系存在的问题,得出了可以利用平衡计分卡设计企业研发绩效评价指标体系的结论。     

价值链空间形态演变下的治理模式研究--以集成电路(IC)产业为例

伴随经济发展、市场变化、技术演进，价值链的分离与整合在不同空间尺度中上演。其组织形态发生了巨大的变化，相应的其治理模式也随之改变。本文首先界定了价值链治理的概念，分析了价值链层级型、市场型、网络型、半层级型治理模式的特点。然后从独特的空间视角，研究价值链的形态演变，以及与其形态变化相对应的治理模式的改变。并以集成电路产业（以下简称IC产业）为例．系统地分析了IC产业价值链治理模式变化的过程．     

Marriage between credit cards and the Internet: Buying is just a click away!

This paper examines whether Internet access positively affects credit card balances. To that end, we compare the 2010 and 2013 Surveys of Consumer Finances, analyze the consistency of the results over time, and provide the rationale for any resulting differences. Using the censored techniques, our results indicate that Internet access has a positive effect on credit card balances, which suggests that consumers with Internet access are prone to higher balances compared to those without. The probability of carrying positive balances was larger in 2010 compared to 2013. Overall, the results suggest that, while the financial crisis might have contributed to higher balances in 2010, the economic recovery afterward seems to have eased the burden of credit card debt.     

北京市畜禽产品质量安全监管绩效多主体综合指标体系构建与评估

[目的]为完善北京市畜禽产品质量安全监管体系,提高北京市畜禽产品质量安全水平,进一步保障居民健康和社会稳定,构建包含政府、企业、消费者的多主体综合指标体系,对北京市畜禽产品质量安全监管绩效进行全面的评估。[方法]基于平衡计分卡,从工作业绩、相关利益体、内部管理、学习与成长4个维度构建监管绩效综合指标体系;运用层次分析法确认各层指标的权重,并采用模糊综合评价法实证评估北京市畜禽产品质量安全的监管绩效。[结果]北京市畜禽产品质量安全监管绩效综合评分达到4.17,监管绩效处于良好水平,并高于全国畜禽产品质量安全监管绩效平均水平;学习与成长维度监管绩效水平最高,但工作业绩与相关利益体维度存在一定的薄弱部分,对生产经营企业的监管力度和对消费者、社会组织的动员需要进一步加大。[结论]北京市畜禽产品质量安全监管绩效良好,但仍需完善。     

Credit card cash‐out as informal financing: Evidence from China

Using a proprietary account‐level database from a commercial bank in China, we document that credit card holders can ease their credit constraints through the practice of cash‐out based on bogus transactions using credit cards. We find that such behaviour might be beneficial to both cardholders and banks. First, we find that a 1% increase in the cumulative number of credit card cash‐out transactions lowers the probability of default by 9.59%. Second, for private businesses, a 1% increase in the number of abnormal cash‐out transactions lowers overdue risk by 13.45%. Third, by lowering the overdue risk, the card‐issuing bank earns a larger profit. Our results are consistent with the notion that unconventional credit card cash‐out can mitigate the extent of capital misallocation in emerging markets.
