建立了装备保障分队专业划分模式的评价指标体系,引入级别不劣于关系,用ELECTREШ方法对装备保障分队专业划分的各种模式进行评价,为装备保障分队模式选择时进行定量分析提供了新的思路。通过分析计算,得出了装备保障分队按混合模式分类时产生的装备保障效能最高,其次是按技术构成分类模式,再次是按目前装备分类模式的结论,这一结论反映了未来信息化装备保障发展的趋势。  相似文献

ABSTRACT

Despite the diversity of advanced approaches, the concept of ‘financial integration’ couldn’t be explicitly analyzed. Indeed, empirical studies have shown that the measures of international financial integration are one-dimensional analysis. Due to the ambiguity of the concept and its multiple determinants, it must be analyzed in multidimensional levels. The interest of this research is a proposal of a decision aid by a multicriteria approach (ELECTRE TRI) for determining the ranking of 47 countries according to the links between their degree of international and financial dependencies and the behavior of financial actors (trying to make governance decisions or diversification strategies of international portfolio).

Environmental planning aims to safeguard and foster the ecological functionality of agricultural landscapes. In order to reach a sustainable development of agricultural landscapes, in addition to ecological objectives socio-economic ones also need to be considered. In this context, the authors draw attention to three points. First, whenever ecologically sensitive areas (“ecological sites”) are used for agricultural production, it is necessary to take account of the fact that farmers tend to adapt to environmental requirements by production responses outside the ecological site itself. Second, in order to identify the socially most “desirable” land-use responses it is necessary to supplement the above-mentioned environmental objectives by socio-economic ones. Third, when choosing an appropriate model for such multi-criteria decision analysis, the question of substitutability between criteria is of utmost importance. The paper discusses the above-mentioned issues against the background of a case study of environmental planning for an ecologically very valuable agricultural landscape in Germany, the Bayerisches Donauried. Two models of multi-criteria decision analysis (MCDA) are applied, one based on the “single synthesizing criterion” method, and the other one based on the “synthesis by outranking” method. The models serve to evaluate four different land-use options, using criteria mainly derived from landscape functions and weights gained from interviews with major stakeholders. The paper presents the models’ results concerning the ranking of the different land-use options and discusses the implications for agri-environmental policies and rural development planning.  相似文献

ELECTRE TRI is a well-known method to assign actions to predefined ordered categories, considering multiple criteria. Using this method requires setting many parameters, which is often a difficult task. We consider the case where a group of Decision Makers (DMs) is unsure of which values each parameter should take, which may result from insufficient, imprecise or contradictory information, as well as from lack of consensus among the group members. In a framework where DMs provide constraints bounding and interrelating the parameter values, rather than fixing precise figures, we discuss the problem of finding the best and worst category that each action may attain.  相似文献

Despite case-based reasoning (CBR) being one of the collaborative filtering approaches for a travel advisory system, the application of CBR to travel and tourism is still in a very early stage. Although some researches define a similarity function in CBR by using outranking relationship, there is a lack of research on how and why to combine outranking relationship with CBR. In this research, we address how to combine outranking relationship in the ELECTRE III with CBR for a case-based travel advisory system. In order to demonstrate the effectiveness of the hybrid model, the hybrid model is compared to the situation where the non-hybrid model was applied. In travel advisory mining, data were collected from travelers on the Chachoengsao province. Empirical results show that the hybrid model offers significantly better ranking performance than the CBR model derived from Euclidean metric.  相似文献

In this paper a new approach was proposed so as to comparatively evaluate the quality of service alternatives. In particular, a fuzzy extension of the ServPerf service conceptual model was considered to estimate quality scores of fundamental service criteria, whereas the non-compensative multi-criteria decision-making ELECTRE III method was employed to point out the quality ranking of service alternatives on the basis of which the comparative service quality analysis was performed. In order to show the effectiveness of the proposed approach, an empirical study concerning service quality evaluation of the three international airports in Sicily (Italy) was conducted with detailed proposals for passenger service improvement. The results showed that only few key service aspects played a focal role in quality airport service. Moreover, the effects on the evaluation of service quality, arising from customers' uncertainties, were computed, thus demonstrating the effectiveness of the proposed approach.  相似文献

In this study, an extension of a group Multi-Criteria Decision-Making (MCDM) method based on the fuzzy ELECTRE III (ELimination Et Choice Translating REality) model is presented for water supply choice optimization. The fuzzy ELECTRE III method is improved by using three credibility definitions - concordance, discordance, and net degrees. Experts' opinions are transformed into triangular fuzzy numbers based on the level of uncertainty associated with quantitative and qualitative criteria. The main priority of this method compared to other existing MCDM is that it is a more effective way of dealing with the uncertainties in projects as the application of the opinions is made based on a group decision. A Case Study of a water supply system for the Gamasiab Basin located in the Kermanshah province of Iran is examined to demonstrate the application of the model. Comparing the introduced method's results with the existing MCDMs, including fuzzy TOPSIS and fuzzy AHP methods, indicated that the new method stands more consistent with the local experts' opinions. Therefore, the proposed method is recommended as the optimal decision-making technique for similar applications of complex water supply engineering projects.  相似文献

The choice of process modelling language can affect business process management (BPM) since each modelling language shows different features of a given process and may limit the ways in which a process can be described and analysed. However, choosing the appropriate modelling language for process modelling has become a difficult task because of the availability of a large number modelling languages and also due to the lack of guidelines on evaluating, and comparing languages so as to assist in selecting the most appropriate one. This paper proposes a framework for selecting a modelling language in accordance with the purposes of modelling. This framework is based on the semiotic quality framework (SEQUAL) for evaluating process modelling languages and a multicriteria decision aid (MCDA) approach in order to select the most appropriate language for BPM. This study does not attempt to set out new forms of assessment and evaluation criteria, but does attempt to demonstrate how two existing approaches can be combined so as to solve the problem of selection of modelling language. The framework is described in this paper and then demonstrated by means of an example. Finally, the advantages and disadvantages of using SEQUAL and MCDA in an integrated manner are discussed.  相似文献

Tourism is one of the most climate-sensitive economic sectors, but also a contributor to climate change. With the effects of climate change becoming an increasing concern, the tourism sector must urgently and realistically respond by mitigating its emissions and adapting tourism businesses and destinations to the changing climate conditions. This work presents a generic methodological framework to plan, manage and implement climate change mitigation and adaptation measures in the tourism context. The methodological scheme is based on Multi-Criteria Decision Analysis for prioritizing available options applicable to a defined tourism area. The proposed framework is implemented for Greece, one of the world's most popular tourism destinations, and optimally ranks 18 mitigation and 16 adaptation measures under 4 criteria i.e. environmental benefit, applicability, cost and social acceptance. The analysis indicates that rational energy use, improvement of energy efficiency and water management/saving measures should be primarily put forward for the Greek case.  相似文献
