This research aims to evaluate the perceptions of and preferences for irrigation multifunctionality based on an analysis of stakeholder’ attitudes in a large irrigation system in Northern Italy, the Muzza canal. As the first artificial canal built in Northern Italy, this canal articulates a network of open earth canals that distribute water for irrigation, especially maize. The Stakeholder analysis approach and Governance model approach are applied. The collected data highlights: (1) each key stakeholder points of view regarding multifunctionality and ecosystem services, (2) the nature of conflicting attitudes regarding who and how the Muzza system is managed, and (3) the ability or inability to promote agreements among conflicting water demands. The results show how public administration is concerned about how to manage ecosystem services provided by irrigation practices, while private services are focused on how to guarantee the coexistence of consumptive and non-consumptive water uses, highlighting the persistent conflict between farming production and environmental protection. The rural community and civil society call for a debate about the future of irrigation multifunctionality in the Muzza system and the role of irrigation practices in landscape provision and management. In addition, the paper examines if multifunctionality is a characteristic or an objective of irrigation systems. These results can be used by researchers and relevant authorities to customize their interventions based on previous, well-structured knowledge of various stakeholders’ priorities.  相似文献

An integrated methodological framework for ex-ante evaluation and planning of public policies for sustainable agriculture at agro-landscape level is proposed. The components of the framework are to: (1) determine the private, i.e. farmers’, and public benefits associated to agro-landscapes, consisting of an agricultural land-use system, according to its performance for several market and non-market functions. Market forces determine the market benefits and preferences of society the non-market benefits; (2) explore and select potential sustainable agro-landscapes based on the private and public benefits associated with possible land-use alternatives; (3) define efficient public policy mechanisms for improving social net benefit of agro-landscapes.The framework is illustrated with a case study in a small dairy farming dominated agro-landscape in The Netherlands, with gross margin, landscape quality, nature value and environmental health as the analysed ecosystem functions. Alternative landscapes consisting of hedgerow configurations and grassland management practices were explored, yielding a set of alternatives representing the solution space in terms of change in private and public benefits. Policy mechanisms were defined to move from the current to a desired landscape based on changes in social net benefits. Moreover, the necessity of a modification in the current agri-environmental support was analysed for each landscape. The analysis considered all farmers in the agro-landscape jointly. The results for the case study showed potential prototypes of landscapes and their performance compared to the current landscape. Extension was the most efficient policy mechanism to promote the change to the socially optimum landscape alternative.  相似文献

The contribution of agriculture to the welfare of society is determined by its economic, social and environmental performance. Although theoretical discussions can be found in the literature, few reports exist that integrate the social demand for multifunctional agriculture in the evaluation of the sustainability and the global welfare of society. This paper presents a methodology that combines economic valuation, integrated modelling, stakeholder analysis, and multi-criteria evaluation. It consists of three steps to determine: (1) social demands for multifunctional agriculture; (2) feasible technical alternatives available from the supply part of the market; (3) the net utility of alternatives for society measured as the change in social net benefit, i.e. the sum of changes compared to the current situation expressed in utility of market and non-market net benefits. Market net benefits are represented by their monetary value. Quality Function Deployment combined with Analytic Network Process (QFD/ANP) were used to estimate the non-market net benefits. The methodology is applied to the case study of a dairy-farming based agricultural landscape in the Northern Friesian Woodlands, The Netherlands. Social net benefit depended on land use, i.e. pasture management regimes on each of the agricultural fields and on presence or absence of hedgerows around the fields. Changes in market net utility were expressed in terms of changes for farmers, consumers and government. Changes in non-market net utility were expressed in terms of changes in landscape quality, nature value and environmental health for Dutch society as a whole, as estimated from European public surveys (Eurobarometer). The complete solution space defined by the market and non-market net benefits of landscapes with alternative patterns of land use was estimated to offer insight in the trade-off between market and non-market performance and enable selection of ‘icon’ landscapes to target or avoid. Improvement of the current landscape towards the social optimum would involve changes in pasture management resulting in higher gross margin for farmers, slightly relaxing current environmental restrictions, which could be reached at lower levels of subsidies in agri-environmental programs. In addition to such overall optimum the results demonstrate the trade-off between market and non-market benefits and the characteristics of current, utopian and dystopian landscapes. The approach provides an alternative to current economic valuation methods which focus on assessment of economic value as an input to analysis. Here, economic value emerges as the trade-off between market and non-market functions which is an output of the analysis.  相似文献

To encourage Irish farmers to afforest agricultural land, a premium scheme supporting such planting was implemented in 1989 and afforestation targets outlined in 1996. In the period from 1996 to 2009, however, only half of the targeted area was planted although the income of many farmers would have improved on joining the scheme. A multi-method study was undertaken looking at farmers’ decision-making with regard to afforestation under the scheme. In this paper we focus on one particular element of the study, which is about identifying policy tools that best match farmers’ behaviour with regard to afforestation. Based on previous work, which we undertook on farmers’ goals and values with regard to afforestation and which was presented in this journal, a postal survey was designed and distributed in spring 2012 to farmers all over Ireland. The results indicate that the majority of those surveyed do not make their decision to afforest based on profit maximisation goals. Offering only an incentive tool – such as the current premium scheme – will not be sufficient to encourage those farmers to plant trees. Additionally capacity tools such as group plantings of neighbouring fields and symbolic tools such as information and PR- or image-building campaigns should be deployed to further encourage afforestation by farmers.  相似文献

The concept of sustainable agriculture is strongly related to the multifunctional role, either explicitly or implicitly, recognized to the primary sector. When assessing the performance and value to society of particular agricultural systems, the multifunctional nature of agriculture requires an approach based on multicriteria. Amongst others, these include economic, environmental, social, cultural and technical criteria. Like other complex multicriteria analyses, this evaluation of agricultural systems is characterized by the existence of not only many, but often conflicting criteria, multiple stakeholders and decision-makers who have competing interests, lack of information and a consideration of the high risks involved.The Analytic Hierarchy Process (AHP) is a methodology that deals with problems of this sort in a relatively easy, flexible and economical manner. Therefore it is a potentially useful tool for the practical resolution of complex problems, often an object of Ecological Economics. One such problem is the analysis of the sustainability of economic activities.This article has three aims. The first is to present AHP as a powerful methodology for assessing multifunctional performances of different agricultural systems in a comparative way. AHP can also be applied to other multifunctional economic activities. The second aim is to propose an extension of AHP for improving the decision-making processes when different groups of decision agents are involved. A final aim is to illustrate the AHP-extended methodology in a particular case study. This is done by using it to compare the multifunctional performance of alternative olive growing systems in Andalusia, a region located in the south of Spain, on the basis of the assessments of different groups of experts. This tests the hypothetically greater sustainability of organic and integrated farming over conventional farming systems in the medium/long term under average conditions for this region. Results for this case study show a greater global performance of organic and integrated agriculture despite differences in the ideological tendencies of the experts, thus providing a scientific basis for endorsing institutional and social support for the promotion and implementation of these farming techniques. Some conflictive issues, however, have been detected, especially in areas related to environmental performance. Further research on the controversial topics is desirable for clarification.  相似文献

Multifunctional agriculture is increasingly discussed as an alternative to conventional, mono-functional farming and its negative environmental impacts. This study aims at determining Thai society’s demand for agri-environmental services offered by a multifunctional agricultural system using two models, i.e. a Choice Experiment Model and a Latent Class Choice Model. The Choice Experiment Model (CEM) is employed to assess citizens’ willingness to pay for various attributes of multifunctional outputs. Extending from the CEM, the heterogeneity of citizens’ preferences across environmental attitudes and knowledge is captured through the Latent Class Choice Model (LCCM). Survey data was obtained from structured interviews with 373 respondents in the country’s two largest cities, namely Bangkok and Chiang Mai. The results of the CEM suggest that urban Thai citizens are willing to pay for changes toward multifunctional agriculture, as expressed in an increase of their monthly food expenses. Among the attributes of agri-environmental practices, “organic agriculture in combination with agro-biodiversity conservation” garnered the highest preference, followed by “organic farming as single practice” and “Good Agricultural Practice combined with agro-biodiversity conservation”. Income, gender, agri-environmental knowledge and environment-conscious attitude are important factors determining urban citizens’ support of multifunctionality. Findings of the LCCM revealed a strong heterogeneity in attribute valuation across three different classes of respondents, suggesting that policy-makers need to be aware of diverse preference patterns among Thai citizens with regard to specific attributes of multifunctional agriculture. We further conclude that enhancing environmental literacy and consciousness is a key determinant in gaining citizens’ support for multifunctional agriculture.  相似文献

Peri-urban areas around urban agglomerations in Europe and elsewhere have been subject to agricultural and land use research for the past three decades. The manner in which farming responds to urban pressures, socio-economic changes and development opportunities has been the main focus of examination, with urban demand for rural goods and services representing a driving factor to adapt farming activities in a multifunctional way. Working within the peri-urban framework, this review pays particular attention to the relevance of multifunctional agriculture. Academic discourses and empirical insights related to farm structure and practices beyond conventional agriculture are analysed. Diversification, recreational and environmental farming, landscape management and specialisation, as well as direct marketing are all taken into consideration and discussed within the context of landscape functions. The provision of rural goods and services is contrasted with societal demands on peri-urban agriculture. This review finds that multifunctional agriculture has been commonly recognised in peri-urban areas – a phenomenon that includes a large variety of activities and diversification approaches within the context of environmental, social and economic functions of agriculture. In response to the post-productive, consumption-oriented requirements of the urban society, peri-urban farmers have intensified their uptake of multifunctional activities. Nevertheless, not all multifunctional opportunities are being fully developed when one considers the large and growing urban demand for goods and services provided by agriculture carried out near the city. This paper discusses policy and planning approaches to support multifunctional agriculture in peri-urban areas.  相似文献

In a chestnut belt in the northern Apennines (Italy), we interviewed current (n = 52) and potential growers from a younger generation (n = 57), to assess what factors are likely to drive their willingness to continue chestnut culture. In 35 cases, local appraisals of chestnut stand disturbances were also contrasted with expert assessments. More than half of current growers were confident about the future of chestnut cultivation. This proportion decreased with grower’s age and experienced issues, while slightly increased in presence of multifunctional management and support from family members. Although most growers resulted highly capable of diagnosing problems, expert advice significantly contributed to driving positive perceptions. About half of the younger interviewees also expressed interest in growing chestnut. This proportion was higher for respondents who are exposed to chestnut culture within the family, and who value cultural services above other ecosystem services (ES) of forests. Overall, passion for the activity and attachment to local heritage were the most influential motivation for both categories of respondents. We outline policy actions that may encourage the continuation of chestnut management and, more generally, conservation of cultural landscapes in mountain areas. Possible measures include financial incentives (e.g., payments for ES), tighter integration of traditional and expert knowledge in the production chain, and public recognition of the value of local heritage in land management. Broader support to maintaining services and infrastructure in rural areas, however, will also be a pre-condition.  相似文献

The influence of local and regional policies on the uptake of multifunctional farming systems is analysed. The conceptual framework of how regional and local policies can influence farmers’ behaviour is empirically verified by analysing data on uptake of diversification and environmental management by farmers located in the Brussels’ peri-urban area. In a two-stage model, farmers’ participation and behaviour to influence local policy-makers is also examined. It has been found among other things that, in a municipality that attaches greater importance to environmental issues, the uptake of agri-environmental measures is higher and that promotion of local agriculture will encourage farmers to start processing or selling products on their farms.  相似文献
