The incorporation of the intergenerational equity objective has rendered the traditional Cost–Benefit Analysis (CBA) approach obsolete for the evaluation of projects presenting an important number of environmental externalities and for those whose impacts extend throughout a long period of time.Based on the assumption that applying a discount rate rewards current consumption and, therefore, that it is only possible to introduce a certain intergenerational equity in a Cost–Benefit Analysis, in this work we propose an approach to discounting based on a different rationale for tangible and intangible effects. We designed two indicators of environmental profitability: a) the Intergenerational Transfer Amount (ITA), which quantifies in monetary units what the current generation is willing to pass on future generations when an environmental restoration project is carried out, and b) the Critical Environmental Rate (CER), measures the implicit environmental profitability.These concepts were tested through an empirical case study pertaining to the assessment of an Erosion Control Project in the southeast of Spain. The results yield traditional profitability indicators that are higher — and probably closer — to the real values set by the contemporary society. The information provided by the environmental profitability indicators proposed renders more transparency to the quantification of the levels of intergenerational equity applied, thereby facilitating the difficult reconciliation of the CBA technique with the objective of sustainability.  相似文献

8年(1985~1992年)的试验和大面积(1356ha)应用结果表明,在杉木连栽林地套种籽西瓜对杉木幼林生长有显著的促进作用,套种林地的生物生产力和材积生产力分别比不套种林地提高95.75%~213.94%和128.03%~339.09%。模式的短期收益十分显著,平均每公顷纯收入达2627元,达到了长短结合,以短养长,以短促长的经营目的。具有广阔的推广应用前景。  相似文献

The goal of public enterprises is to increase the wealth and happiness of individuals. This target lets them make the investment to fulfill these expectations. However, not all citizens in a country might have the same opportunities. This case requires comparing citizens who live in cities with regard to satisfaction levels. This study consists of two stages. In the first stage, a composite index called the General Satisfaction Index (GSI), which aims to explain the satisfaction levels of citizens living in cities, is obtained by using the Benefit of the Doubt method. Contrary to the previous studies, the satisfaction indicators based on the emotions and senses of citizens are used to construct a composite index. Satisfaction indicators’ contribution to GSI is ensured using the minimum weights. In the second stage of this study, socioeconomic determinants of GSI are investigated in both countrywide and regions by using regularized regression methods. In the result of the regression analyze, it is confirmed that there are different socioeconomic determinants of satisfaction levels for countrywide and each region. For this reason, it is proposed that policymakers should follow different politicizes in each region to increase the satisfaction levels of citizens in the country.  相似文献

In the Comprehensive Spending Review and in the Budget 2010, the Liberal–Conservative coalition has announced cost‐cutting measures in the benefit system. Some of these measures can be interpreted as ‘random cuts’, where the given scope and structure of a spending programme is retained, while bits and pieces are chopped off here and there. Others can be interpreted as more strategic measures, or reconsiderations of the proper role of government in the respective area. However, where the coalition has pursued a more strategic approach, it has not followed it through consistently. The coalition's consolidation strategy relies too much on temporary caps and freezes, which will eventually expire and give way to renewed spending pressures.  相似文献
