基于快铁融合的上海铁路集装箱快运站选址研究

快铁融合可以充分发挥快递企业和铁路运输的优势,有效提升物流作业效率,达到运输资源分配平衡的效果,是多元化运输的发展方向。在既有和计划建设的铁路货运站中选择铁路集装箱快运站与快递企业集散网络衔接,以快递企业时间满意度和集散运输成本为目标,构建基于时间满意度的铁路集装箱快运站选址模型,以上海铁路集装箱快运站为例进行实证分析,提出保证铁路集装箱快运站与快递企业合理衔接的对策,为铁路集装箱运输融入快递市场提供决策支持,加速快铁融合的实施。     

Sector choices for public service delivery The transaction cost implications of executive turnover

The question of whether private firms should contract out for products and services or provide them internally (i.e. become more vertically integrated) has been a topic that has concerned scholars for many years. This article argues that the transaction costs in local contracting choices are linked to the characteristics of political systems that influence political and administrative uncertainty. Our analysis examines the transaction costs that result from executive turnover. Specifically, we are concerned with how uncertainty resulting from turnover in leadership positions in city government affects the ability of a municipality to negotiate contracts, make credible commitments to suppliers and faithfully uphold and enforce contracts once they are in force. We find that manager turnover reduces the likelihood of contracting with private sector providers. Mayor turnover has the opposite effect increasing contracting with both government and for-profit providers.     

我国商业银行信贷投放亲周期性实证研究及缓释对策

为有效地规避和防范银行信贷亲周期性及其对宏观经济周期性波动和货币政策调控的负面影响,本文从外部监管和商业银行内部管理提出了缓释我国商业银行信贷投放的亲周期效应的具体对策.如结合我国国情修改并积极实施新资本协议,加强银监会和央行的沟通与协调,构建有差异的资本充足率监管框架,建立反周期资本充足率监管框架和引入动态风险拨备机制等.     

对当前新疆旅游业发展的思考

在当前金融危机背景下，新疆旅游业受到了重大影响。如何应对危机，振兴新疆旅游业对确保新疆经济平稳较快发展具有重要意义。本文首先分析了新疆旅游业发展的困境，以及新疆旅游业让利消费的现实意义，最后提出了刺激新疆旅游消费的对策建议。

本文从内部配送的基本思想、特点、优越性等方面，特别是从其实施的角度方面作了简单的描述。内部配送的实施主要包括仓库管理、分货与配货、车辆的配载、运输路线的选择以及有效的信息管理等几个方面。     

Urban freight demand forecasting: A mixed quantity/delivery/vehicle-based model

The research germinates from the statement that the cities have to solve the impacts due to freight transport in order to improve their sustainability implementing sets of city logistics measures. But city logistics measures involve several actors and choice dimensions. It is therefore important to have methods and models able to assess the effectiveness of the measures to be implemented. The current models were mainly developed to simulate some aspects of urban freight transport, and are not able to forecast many impacts of implementing traffic and transportation measures at an urban scale.This paper presents a modelling approach that tries to point out the relations existing among city logistics measures, actors and choice dimensions. It comprises three model sub-systems to estimate the quantity O–D matrices by transport service type (e.g. retailer on own account or wholesaler on own account or by carrier), the delivery O–D matrices by delivery time period, and the vehicle O–D matrices according to delivery tour departure time and vehicle type.This modelling system is a multi-stage model and considers a discrete choice approach for each decisional level. It was first tested using some data collected in the inner area of Rome, including traffic counts and interviews with retailers and truck-drivers. The model estimations were also compared with the experimental ones, and quite satisfactory results were obtained.

A hierarchical clustering and routing procedure for large scale disaster relief logistics planning

We describe a hierarchical cluster and route procedure (HOGCR) for coordinating vehicle routing in large-scale post-disaster distribution and evacuation activities. The HOGCR is a multi-level clustering algorithm that groups demand nodes into smaller clusters at each planning level, enabling the optimal solution of cluster routing problems. The routing problems are represented as capacitated network flow models that are solved optimally and independently by CPLEX on a parallel computing platform. The HOGCR preserves the consistency among parent and child cluster solutions obtained at consecutive levels. We assess the performance of the algorithm by using large scale scenarios and find satisfactory results.
