完善农村养老保险制度的国际经验及启示

各国农村养老保险制度的建立在时机选择、筹资渠道、政府责任以及管理体制等方面遵循一些共同的规律。根据我国农村养老保险制度的现状和经济与社会发展的需要,决定建立和完善我国农村养老保险制度具有必然性。文章认为,借鉴国际经验,建立和完善我国农村养老保险制度应该采取开拓多元化的资金筹集渠道、加强法制建设、完善管理体制、加大政府支持力度以及确定合理的给付条件和水平等措施,并分层次逐步推进。

Drawing Lessons Internationally to Establish and Perfect the Countryside Old-age Insurance System

Some common rules are followed by the establishment of countryside old-age insurance system in various countries in opportunity choice,fund-raising channels,government＇s responsibility and management system.The establishment and consummation of countryside old-age insurance system in China is an inevitable trend due to its status and the need in social and economic development.Based on lessons from the international experience,establishment and consummation of Chinese countryside old-age insurance system should be supposed to develop multiplex fund-raising channels,enhance legislative work,perfect management systems,enlarge government supports,determine reasonable conditions and levels in payment and gradually make progress in administrative levels.
