俄罗斯数字经济发展与数字化转型

当前,数字经济浪潮席卷全球,成为世界各国竞相角逐的战略制高点。为牢牢抓住这一重大历史机遇,加快推动经济结构转型升级,俄罗斯在进一步强化信息基础设施、新一代信息技术、ICT产业、人力资源、信息安全保障、数字环境监管等数字经济核心能力的同时,聚焦电子商务、数字交通、电子政务、数字金融和“智慧城市”等重点领域,努力探索数字化转型,取得积极成效,在数字服务民生、数字安全保障、数字资源共享等方面走到了全球前列。不可讳言的是,俄罗斯数字经济发展尚存在不足之处,特别是数字经济规模、数字国际贸易、数字驱动创新等方面相对较弱,凸显其信息技术能力不足、信息基础设施有待强化、数字人才短缺、居民数字技能不高、ICT企业国际竞争力较差等亟待突破的瓶颈短板。展望未来,俄罗斯出台了一系列战略规划和政策举措,在国家顶层引领和加速推动数字经济发展与数字化转型。如何更好发挥政府主导和企业主体作用、加大研发领域资金投入和政策支持力度、拓展数字经济应用领域、积极融入全球ICT产业链,是其战略规划和政策措施实施过程中必须面对的重大课题。

Digital Economy and Transformation in Russia

Russia is taking the lead in digital living service,security and common share of resources as a result of its efforts to boost digital transformation and build information infrastructure,etc.The weakness of Russia's digital economy lies in insufficient IT capacity,imperfect IT infrastructure,shortage in digital human resource,low level of residents' digital skills,and weak competitiveness of ICT enterprises.Strategic plans have been worked out and policy measures implemented to facilitate digital economy and transformation.The role of the government and enterprises,fiscal and policy supports,the expansion digital economy,and global integration are major aspects to be tackled.
