农地城市流转研究进展述评及启示

为把握国内外农地城市流转研究动态,为该领域研究提供理论和实践参考,通过文献归纳,较全面总结了近年来农地城市流转研究成果,并得到以下研究结论:①农地城市流转的宏观驱动机制研究,人口增长、经济增长和家庭偏好是主要驱动因子;②农地城市流转的微观影响因素研究,地块的初始状态、增值或贬值、地块用途、分布、服务设施的状态等微观因素对其流转可能性有明显影响;③农地城市流转的决策模型相关研究,通过比较目标地块的保护价值和开发价值的大小或福利变化来分析流转决策;④农地城市流转过程模拟模型研究,主要有空间非经济模型和空间经济模型;⑤农地城市流转的补偿机制研究,通过国内外对比,我国征地补偿属不完全补偿,且补偿范围和标准偏小、偏低。研究启示:①使用GIS技术和空间经济计量技术,深入研究农地城市流转;②根据地块权利状况,将地块特征和地块使用者结合研究,研究尺度可为宏观、中观和微观尺度;③流转土地的价值变化不仅包含其经济价值,也包含非经济价值;④研究我国农地流转问题应充分考虑我国土地使用者权利配置状况。

A Review of Rural-urban Land Conversion Research and Its Enlightenment
