制约农村经济发展的因素分析

当前,农业生产技术落后,农村基础设施薄弱,土地流转制度不健全,农民素质偏低以及地方政府职能缺失等是农村经济发展的主要制约因素。文章分析了形成这些制约因素的深层次原因,并提出通过加快政府职能转变,加强农业基础设施建设,提高农民素质,加快农业产业结构调整,完善土地政策等措施破解制约农村经济发展因素,使农村经济走上快速发展之路。

Analysis on the Factors of Restricting Rural Economic Development

Currently backward agricultural production technology, unsubstantial rural infrastructure, distempered land circulation system, low farmers ＇ quality and lack of local government function are the main restricting factors of rural economic development. This paper analyses the deep-seated reasons of the above restricting factors, and puts forward some countermeasures, such as accelerating the transformation of government functions, strengthening agriculture infrastructure construction, improving farmers＇ quality, quickening agricultural structure adjustment and consummating land policy.
