我国农村社会保障制度创新的绩效、问题与再改革的路径

改革开放以来,我国在建立和完善农村社会保障制度方面进行了多年的探索和实践,取得了令人鼓舞的成绩。同时,一些与现代社会保障制度不相适应的深层次问题也逐渐暴露出来。因此,深化农村社会保障制度改革,必须优先解决资金不足和立法滞后两个难题;重点建设农村最低生活保障制度、新型农村合作医疗制度以及农村养老保险制度。
