| Abstract: | Regardless of more than 90% readers' requirement and collecting books according to ideals.Therefore,there is little number of collection with using value.In face of insufficient funds,no solutions are found.The paper analyzed its causes in-depth and made sure the ensuring system construction principle,method and the related solution of county level library documentation. |
