行政支出效率评价研究：以浙江为例

本文在一定的理论假设下,通过构建行政支出效率综合评价指标体系,以浙江为典型个案,对行政支出效率水平进行了实证探究。遵循"讨论指标-建立指标体系-确定评价基准-实证评分-按权重汇总-得出分值-综合评判-讨论行政支出效率改进路径"的基本思路,对浙江省行政支出效率水平进行了测算并得出近年来有所下降的发展趋势,最后指出浙江省行政支出效率状况是全国行政支出效率状况的重要"缩影"。

Research on the Efficiency Evaluation of Administrative Expenditure Based on the Evidence in Zhejiang

Based on some theoretical hypothesis,we designed a general system of efficiency evaluation of administrative expenditure,and then chose Zhejiang's administrative expenditure as a typical example to implement an empirical research.The paper follows some basic steps,such as discussing the evaluation index,composing the index system,setting the standards,grading the index,collecting the score with weight,giving the grads and discussing the improvement of efficiency of administrative expenditure.According to these approaches,the paper measured Zhejiang administrative expenditure efficiency in recent years,and found a trend of descent. Finally,we point out that the present status of Zhejiang is an important epitome of the national administrative expenditure efficiency.
