江苏省海洋战略性新兴产业发展现状与对策

"十一五"以来,江苏的海洋风电、海洋工程装备、海洋生物医药等海洋战略性新兴产业发展迅猛,产业集聚态势初步形成,研发能力持续增强,但也存在着规划衔接不畅、竞争力较弱、产业链不完备等问题。今后,江苏应紧抓"建设海洋强国"等重大战略机遇,积极实施先发战略,强化规划引领,创新发展模式,加强政策支持,完善体制机制,加速推动江苏海洋战略性新兴产业实现跨越发展。

The Present Situation and Countermeasures on the Development of Strategic Emerging Marine Industries in Jiangsu Province

Since the Eleventh Five-year Plan period,some strategic emerging marine industries have developed rapidly in Ji angsu Province,such as offshore wind power,marine engineering equipment and marine biomedicine,etc.Industrial concen tration and preliminary RD capability have occurred in these industries.And these industries are also facing some problems,such as poor planning coordination,lack of competitiveness,and incomplete industrial chain.From now on,holding tightly the favorable circumstances of‘Marine Power Construction＇,Jiangsu Province should implement first-mover strategy to moti vate leaping development of strategic emerging marine industries by strengthening planning guide,innovating developmental pattern,reinforcing policy support,etc.
