美国地方公债对我国的启示

地方公债是我国财政领域面临的一个新课题。它既可以促进地方经济发展,又可能诱发债务危机。我国应借鉴美国地方公债管理的经验,并结合我国国情,在条件允许的情况下,采取稳妥有序的方式进行试点,以期最大限度地发挥地方公债的正效应,促进地方经济增长。

Enlightenment of U.S.A. Local Government Bond to China

Local government bond is a new subject of financial field in China. It can promote the development of local economy. On the other hand, it may induce bond crisis. China should draw experiences and lessons from local government bond management in U.S.A. and put China's reality into consideration. If the conditions permit, China should give an active role to local government bond and promote local economy through issuing local government bond on the trial base.
