城市污水处理项目的风险分担及收益分配研究

由于污水处理设施和管网建设的投资不足和运营效率低下,我国城市水污染严重。PPP(Public-Private-Partnership)模式不仅能够有效的利用民营资本,缓解政府的财政压力。本文通过对收益分配理论的研究,提出了收益分配的博弈模型,通过求解模型中纳什均衡方程,找到收益分配的帕累托最优解,使公司双方能够达到双赢的效果。本文的研究成果对PPP模式在城市污水处理中的推广和成功应用都具有重要意义。

Study of Allocation of Risks and Income Distribution in Urban Sewage Disposal

Operating inefficiencies of sewage disposal in cities led to the serious water pollution.The PPP model not only uses private capital to ease the financial pressure effectively,but also improves the efficiency of government,while promoting other public infrastructure.This paper uses game theory,combining fuzzy comprehensive evaluation and analytic hierarchy process,builds income distribution model which is applied on the issue of sewage disposal and both companies could achieve win-win results.
