| 摘 要： | 分析了当前煤矿区生态环境保护与管理效果不佳的原因,提出了确保煤矿区生态环境保护效果的机制创新的思路,具体包括环境保护政府职能部门的机制创新、公众参与的机制创新、环境保护监督管理机制的创新以及配套的法律法规建设等。

| Abstract: | The causes of bad effect of ecological enviroment protection and management in coal mine area are analyzed.Then,some innovation mechanisms including government departments,the public participation,supervision and management and the construction of laws and regulations are put porward to ensure the effect of enviroment protection. |
