| 摘 要： | 低碳经济是当今世界经济发展的趋势。黑龙江省装备工业具有先天优势,风能、地热能、燃料乙醇、生物柴油、生物质能源和水电能等再生新能源比较丰富,具有发展生物质产业、森林增＂汇＂产业和农林牧业的良好基础。文章认为,发展低碳经济要搞好宏观战略规划、合理调整产业结构和能源结构、大力发展低碳技术、积极发展静脉产业、推进建筑节能技术和工程的发展,要制定和完善促进低碳经济发展的政策、法规,做到点面结合,加速低碳经济战略的实施。

| Abstract: | It is the tendency of the world to develop low carbon economy.There are many advantages in Heilongjiang：equipment industry,wind energy,terrestrial heat,fuel ethanol,biological diesel oil,biomass energy,hydraulic-electric energy,which is available to develop biomass industry and agriculture,forest,animal husbandry industry to increase carbon collect.It is necessary to make macroscopical layout,adjust industry and energy structure,develop technology of low carbon and vein industry,and develop construction energy-saving technology and engineering make relative policies and laws for low carbon economy.Through combination of point and surface,we can accelerate to execute the strategy of low carbon |
