降低流通成本 畅通国民经济循环

当前贸易保护主义、单边主义上行,全球化受阻,中美关系遇冷,叠加新冠疫情的冲击,中国面临的国际政治经济环境正在发生深刻调整。在这样的背景下,我国提出构建国际国内双循环的新发展格局。构建新发展格局的关键在于畅通国民经济循环,更好发挥内需对于经济增长的拉动作用。当前国民经济循环的堵点在于流通环节,由于市场分割、传统流通环节过多、流通基础设施薄弱等因素导致流通不畅。因此,畅通国民经济循环的主攻方向在于打通流通环节,通过建设现代市场体系,大力发展现代流通业,构建安全稳定的供应链,并以"新基建"为抓手,完善流通基础设施,形成一体化的现代交通网络,从而降低流通成本。

Reduce Trade Cost and Smoothen Domestic Economic Circulation

The international political and economic environment China facing is undergoing profound changes under the current circumstances including the upgoing trade protectionism and unilateralism,the hold-back of globalization,the deadlock of Sino-American relationship,as well as the strike by COVID-19 pandemic.China has advocated to construct a new dual circulation development pattern in international and domestic markets against such a background.The key to establish the new development pattern is to smoothen the circulation of domestic economy and give a better play to the driving role of domestic demand in economic growth.Intermediate links are the bottleneck of the domestic economic circulation,which has jam-ups due to market segmentation,redundancy of intermediates,poor infrastructure,and other factors.Therefore,to smoothen domestic economic circulation,our main task is to get the intermediate links by building up the modern market system,striving to develop the distribution industry and constructing a safe and stable supply chain.Furthermore,we should complete the distribution infrastructure and form an integrated modern transportation network to lower the cost of distribution with "new infrastructure" as a foothold.
