效率改善发展转型与转轨效益

由于受到初始条件,尤其是转轨前经济和政治状况的制约,转轨中的路径选择在各国间具有很大的差异。转轨经济学方法论上的局限造成了在转轨效益评价中的很多错误认识。转轨是经济史上的一次革命,转轨的根本目的应该是效率的改善。应该从长远的视角,通过发展模式转型看待转轨效益。评价转轨效益的制度指标和生产量指标都有自身的缺陷,因此应该寻求更加中性的并且可量化的指标。本文尝试以转轨时期产业结构的改变作为评价指标度量效率的改善程度,以此来解释中国和俄罗斯在转轨效益上的差异。

Efficiency Improvement Development Transformation and Transition Performance

There is a large difference between countries when they choose transition way,because they are limited by beginning condition,especially the economical and political condition.The disadvantages of transition economics methodology result in many wrong thinking on the evaluation of transition performance.Transition is a revolution of the economic history,the basic purpose of transition should be the improvement of the efficiency.We should have a distant perspective on transition performance through development model transformation.The institution index and the production index all have disadvantages on the evaluation of transition performance,so we should look for more neutral and quantity index.This text tries to measure how much the efficiency has improved in transition period by estimating the change of industrial structure and explain the distance of transition performance between China and Russia by it.
