| Abstract: | By deep analyzing the influence elements of bidding for connecting to network on small and medium-sized hydropower, proposed that the small and medium-sized hydropower should be managed by the department of water resources, the hydropower reformed positively, realized technological innovation at the time of system reform, and accelerated the countermeasure of human resources' development. |
