我国公共财政建设的现状分析及对策建议

当前,我国公共财政建设的现实状况:一是对民生领域的资金投放增幅很大但占比仍低;二是财政分配制度采取了一些改革举措,但仍然存在分配不公平的问题;三是财政信息公开透明的进程很快,但效果不是很理想。为此,推进我国公共财政建设的对策建议:继续加大对民生领域资金投放的力度;通过税收和公共支出双向发力,完善财政分配制度;多管齐下进一步提高"三公"经费公开透明的效果。

Analysis and Countermeasure for Construction of Public Financial System in China

The current situation of construction of public financial system is: firstly,although fund supply in the people’s livelihood has a large increase,the percentage compared to the total supply is still low;secondly,as to the financal allocation system,there is still the problem of unfair allocation to be solved,even though some reforms are adopted;thirdly,the process of promoting open and transparent financial information system is fast,unfortunately,the effect does not respond very well.Therefore,the following countermeasures are proposed for promoting construction of public financial system: to continue intensifying fund supply in the people’s livelihood;to improve financal allocation system by means of both tax and public expenditure;and multi pronged efforts to be made to improve the openness and transparency of"three public "expenditure.
