| 摘 要： | 构建了基于政策文本编码的内容分析法。遵循样本选择、分析框架构建、政策文本编码、频数统计分析的步骤,对"中长期科技发展规划(2006—2012)"政策群中的政策文本进行量化分析。在频数统计分析结果的基础上,从政策历史演进、政策层级、政策主体和政策工具的角度,探讨了政策群的协同状况。

| Abstract: | This paper constructs the contend analysis method based on policy text encoding.And it quantitatively analyzes the science technology and innovation policies in Medium and Long-term Science and Technology Development Planning Policies （2006-2012） through following the step of selecting samples,establishing analytical framework,encoding policy text,and implementing frequency statistics.Then it investigates the coordination status of these polices from the aspects of policy historical evolution,policy level,policy subject and policy tool. |
