资源富集区的环境压力、要素流动与产业结构转型升级的作用机理——以内蒙古为例

构建了生态环境压力指数、劳动力密集程度差异指数、人力资本密集程度差异指数、资本密集程度差异指数与产业结构效应指数间相互关系的模型,并利用2000—2010年内蒙古的相关数据,对模型参数进行了估计。结果显示:各要素流动对产业结构变化和生态环境压力的影响程度存在较大差异,其中资本投资集聚可促进产业结构转变和保护生态环境,而劳动力集聚的作用与此正好相反;环境压力指数与产业结构变化的关系在不同模型中的估计结果存在差异,该结果可能预示了内蒙古的产业结构与生态环境的关系正缓和,经济增长和环境保护的拐点可能正在出现。为了更好地协调资源富集区的要素流动、产业结构转型升级和环境保护实现统筹发展,需要做到:促进产业结构升级和要素合理流动;着力扶持关键产业链条中的核心企业,打造优势产业集群;建立开放式、多层次的人才引进与流动机制,培育人力资本。

Impact Mechanism of Environment Pressure, Resource Flow and Industrial Structure Transformation in Resource Rich Area:A Case of Inner Mongolia

This paper constructs the models of the effect relationship between ecological pressure index,labor intensity difference index,human capital intensive index,capital intensive index and the industrial structure,and uses the data of Inner Mongolia during 2000-2011 to estimate thc model parameters.The results show as follows：the flow of different factors have differences influences on the change of industrial structure and ecological environment pressure,and capital investment gathering could promote the transformation of industrial structure and the protection of ecological environment,and labor agglomeration is just the opposite;the estimation results of relationship between environmental pressure index and the change of industrial structure in different models are different,which may indicate that the relationship between industrial structure and ecological environment is relaxed in Inner Mongolia Autonomous Region,and the inflection points of economic growth and environmental protection are likely to appear.Therefore,in order to implement the coordinate development of resource factors mobility,industrial structure upgrading and environmental protection better,it is should be done that promoting industrial structure upgrading and reasonable factor flow,and exerting oneself to support core enterprises in industrial chain and making advantage industrial clusters,and establishing open and multilevel talent introduction and flow mechanism and nurturing human capital.
