摘    要:实施交通网络建设机制研究,提出该区域交通网络建设的战略发展思路,建立持续可行的投入机制并加以贯彻实施,是绿色交通战略研究的重点之一。以四川秦巴山区为例,在已有的绿色交通网络体系构建的基础上,从交通网络建设投入和运行两方面进一步研究交通网络建设机制,并制定未来的绿色交通规划,构建以"经济效益最大化与环境承载最小化"的多目标优化模型,从定量的角度给出了绿色交通规划实施方案,以期为秦巴山区的绿色可持续发展提供决策依据。

The Construction of the Mechanism of Traffic Network and Green Traffic Planning:A Case Study of Qinba Mountain Areas in Sichuan
Abstract:This paper studies the construction mechanism of traffic network ,trying to put forward the strategic development of the construction of transportation network ,aiming to establish a sustainable and feasible investment mechanism and to implement the green transportation strategy .In the case of Qinba Mountain Areas in Sichuan ,based on the existing green transportation network system construction ,this paper makes the further studies about mechanism in the construction of traffic network from the aspects of traffic network construction investment and operation ,and develops the green traffic planning for the future .In addition ,a multi‐objective optimization model ,based on“the lowest cost of environmental pollution and energy consumption as well as the biggest economic benefit “and a green traffic planning and implementation of the program ,is proposed from the quantitative point of view ,so as to provide a basis of decision‐making for green and sustainable development in Qinba Mountain Areas .
