四川秦巴山区绿色发展的软路径设计

作为自然资源、生态环境独具特色,发展潜力巨大的欠发达山区,绿色发展之路是四川秦巴山区实现健康科学发展的内在要求,是有效化解经济发展与环境资源矛盾的必然选择。山区绿色发展的软路径,是探寻"绿水青山就是金山银山"的绿色发展之路,主张人口、资源、环境互利共赢的可持续发展。从制度护山推动环境价值实现、市场塑山加强资源产业整合、教育固山促进人口素质提升3条层层递进的软路径出发,探析四川秦巴山区绿色发展之道。提出通过构建绿色制度体系、绿色产业格局、绿色教育模式,推动四川秦巴山区人口、资源、环境绿色协同发展。

The Soft Path Design for Green Development in Sichuan Qinba Mountain Areas

As an underdeveloped area ,the Qinba Mountain Areas is characterized for both abundant natural resources ,unique ecological environment and great potential for development .Green development path is the inherent requirement to achieve a sound scientific development in Sichuan Qinba Mountain Areas ,and is an inevitable choice to resolve the contradiction between economic development and environmental protection .The soft path of green development in mountainous areas is to explore the green development of “The theory of two mountains” ,which advocates a win‐win sustainable development of population ,resources ,and environment .This paper explores the green development path in Sichuan Qinba Mountain Areas from a perspective of three progressive layers on the soft path :by introducing systems to protect mountains so that accelerate the realization of environmental value ,by introducing market to construct mountains so that to reinforce the resource‐industry integration ,by attaching great importance to education with a view of developing mountains so that the quality of dwellers would be greatly improved .Therefore ,the paper Proposes some measures to develop Qinba mountain areas by building a green rules and regulation system ,green industry patterns and green education approaches , by promoting the concept of green collaborative development of the population ,resources and environment in Sichuan Qinba Mountain Areas .
