征地补偿问题政策分析及政策选择

征地补偿不仅关系到农民的切身利益,也关系到国家和社会的和谐发展。文章运用公共政策分析方法,在对比、借鉴其他国家理论、经验基础上,从土地权属、征地范围、补偿标准和征地程序等几个方面,对我国征地补偿问题进行了分析。提出了从实际出发,逐步推进集体土地所有权制度改革、严格限制征地范围、完善市场化补偿机制、加大征地决策透明度和加强征地行为监督来解决征地补偿问题的政策性意见。

Analysis on and Selection of the Policies Concerning the Compensation for Land Expropriation and Requisition

The compensation for land expropriation and requisition has not only a bearing on farmers' vital interests,but also the harmonious development of the state and society.Based upon the experience and theory of other countries,the paper analyzes the issues related to the compensation for land expropriation via analysis methods of public policy from the following aspects: allocation of landownership and land use right,the standard of compensation,the scope and procedure of land expropriation and requisition.It goes on to offer some specific measures for solving these problems: according to the real situation,progressively promoting the reform of the system of collective land ownership,strictly control the scope of land expropriation and requisition,perfecting a mechanism for market-driven compensation,increasing the transparency in land expropriation and requisition decision-making and strengthening supervision on land expropriation and requisition activities.
