摘    要:本文以我国高技术产业分地区数据为样本,应用三阶段DEA模型,对高技术产业技术效率进行了重新估计。研究发现,在剥离了地区对外开放程度、地区经济发展水平、地区人力资本水平及地区产业结构等外部因素的基础上,中国高技术产业技术效率整体均值只有0.381,低于调整前的整体均值0.688,尚有超过60%的提升空间,且规模效率不高是制约其整体提升的主要因素。本文结论可以更加客观的认识中国高技术产业的真实效率,对于提升中国高技术产业技术效率具有重要意义。

Abstract:Using the sub-regional data of high-tech industry and threc-stage DEA model, this paper re-estimates the technical effi-ciency of high-tech industry. The results show that, stripping Regional openness, regional economic development, regional human cap-ital, corporate profits and regional industrial structure, the average technical efficiency of China's high-tech industry is only 0. 381 andstill has more than 60% room for further improvement. The lower scale efficiency is the main reason that impedes technical efficiency.The conclusions of this paper provide policy implications for the improvement of high-tech industry's technical efficiency.
