机会公平与政府责任

公平性的基本涵义是人人机会均等。提供公平公正的经济环境,是最大的公共品,是政府的重要职责。在GDP高速增长的中国,如何实现真正的公平增长,保障全体公民权利的充分实现,是政府紧迫的任务和责任。注重社会公平,特别要关注就业机会、市场准入、分配过程的公平。其实,就业公平与分配公平仍是结果,还有更深层的始源性的问题,如:就业机会公平要首先解决教育公平,市场准入公平需要解决公共权力的运行公正,分配公平首先要解决起点公平。这些都是不能由私人提供而要由政府努力加以解决的公共品,构成政府不容回避、不能缺位的责任。

Equal Opportunity and Accountability of Government

The basic implication of justice is the equal opportunity for the people.The social macro level of institution has much more important meaning for the whole social economic ethics than the corporation business level.It is the most important responsibility for the government to provide economic backgrounds with justice and fairness which is the key public product and service.In China today,with GDP's high growth,the government's urgent task and responsibility is to make the growth fairly,to make the citizen rights guaranteed.Although the employment opportunity,market admittance and the process of distribution are very important for social justice,there are still original justices for them: for employment opportunity justice,it needs education justice firstly;for market admittance justice,it needs the operation of public power justly and fairly;for distributive justice,it needs the justice from the starting point.Those are the unavoidable accountability of the government.
